This provision applies to this acquisition and is incorporated by reference. The following addendum tailors that provision for this RFQ. In the event of a conflict, this addendum and the

L.3 SUBMISSION OF QUOTATIONS

Submit one quotation by the date and time in the solicitation header, to andrea.f.begens@census.gov. Late quotations will be handled under RFO 52.212-1(f). The

Government may, however, consider a late quotation under simplified procedures if it is in the

Government's interest and the file documents the reason.

Your quotation must include at a minimum:

(a) The solicitation number

(b) A price for each CLIN in Section B, including unit and extended prices

(c) The proposed delivery date or period of performance you are quoting;

Failure to acknowledge an amendment may make a quotation unacceptable.

L.7 QUOTE VALIDITY:

M. EVALUATION FACTORS FOR AWARD

The provision at RFO 52.212-2, Evaluation - Commercial Products and Commercial Services

(Nov 2021, Dev Jan 2026), applies as tailored here. Under RFO 12.201-1 simplified procedures the contracting officer may use streamlined evaluation, and including a tailored 52.212-2 in this template is a choice for clarity, not a requirement for every under-SAT RFQ. CAR 1352.213-70 supplies the Department of Commerce simplified acquisition evaluation language and must be included, or similar language used, under CAR 1313.106-2-70.

M.1 BASIS FOR AWARD

CAR 1352.213-70, Evaluation Utilizing Simplified Acquisition Procedures (Apr 2010), as tailored: The Government will issue an order resulting from this request for quotation to the responsible quoter whose quotation results in the best value to the Government, considering price and the non-price factor below. Technical acceptability under Section M.2 is evaluated on a pass/fail basis and is not a weighted factor.

Price: Total evaluated price for all CLINs, including options if options will be evaluated, evaluated for reasonableness. Price is less important than the non-price factor.

• Factor 1 – Delivery Timeline: The Government will evaluate the proposed delivery timeline. Quoters shall identify the number of calendar days required for delivery after receipt of order. Shorter delivery timelines will be considered more advantageous to the Government.

M.2 TECHNICAL ACCEPTABILITY

The Government will evaluate the information submitted under Section L to determine whether the quoted product meets all requirements of Section C.

A quotation that fails to demonstrate compliance with the requirements of Section C may be determined technically unacceptable and ineligible for award.

TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS

RATING DESCRIPTION DESCRIPTION

ACCEPTABLE Quote clearly meets all requirements of the solicitation in Section C.

UNACCEPTABLE Quote does not clearly meet all the

Requirements Section C.

M.3 DELIVERY EVALUATION

The Government will evaluate the proposed delivery schedule. While price is an important consideration, the Government reserves the right to select a higher-priced quotation when the benefit of an earlier delivery schedule is determined to justify the additional cost.

M.4 PRICE EVALUATION

The Government will evaluate prices for completeness, fairness, and reasonableness.

If options are included in the solicitation, the Government will evaluate offers by adding the total price for all options to the total price for the basic requirement unless otherwise specified in this section.

M.5 AWARD WITHOUT DISCUSSIONS

Award may be made without discussions. Quotations should therefore contain the quoter's best technical and price terms.

M.6 AWARD

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
