About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued on August 26, 2026, for solicitation number 040ADV-26-R-0042. The amendment number is 040ADV-26-R-0042-C0001. The document serves to answer questions in response to the solicitation, update Attachment J.1 to reflect the deletion of the Price Breakdown tab, and add an H Clause verbiage regarding insurance requirements.

Section H establishes comprehensive insurance requirements for parking facility operations. The Contractor must maintain Commercial General Liability (CGL) insurance with minimum coverage limits of $1,000,000 per occurrence and $2,000,000 aggregate to address premises liability risks, including slip-and-fall injuries and third-party bodily injury or property damage. If the contract includes care, custody, or control of customer vehicles through valet services, directed parking, or vehicle movement, the Contractor must obtain Garage Liability and/or Garagekeeper's Legal Liability coverage in appropriate amounts, as standard CGL policies do not cover vehicles under care, custody, or control. The amendment clarifies that the Government bears no liability for damage to privately owned vehicles within the facility and that the Contractor is only liable for damage resulting from Contractor negligence. The Government reserves the right to request certificates of insurance evidence prior to award and at any time during contract performance.
