About this file

This file is a Questions and Answers (Q&A) document for Solicitation 040ADV-25-R-0033, related to HVAC duct cleaning at the Government Publishing Office's Building A, 6th floor. The solicitation involves comprehensive duct cleaning services with specific requirements including lead and asbestos testing, NADCA certification for workers, and detailed cleaning protocols for air handling units, ductwork, and associated components. Key specifications include cleaning three zones corresponding to air handling units, conducting pre- and post-wipe lead testing, and completing the project within a 30-day period.

The document reveals critical technical details such as mandatory worker qualifications (NADCA certification or 5+ years documented experience), government-provided testing and filter replacements, and specific cleaning requirements for various HVAC system components. The government will perform asbestos testing and abatement, while the contractor is responsible for lead-related work and testing. The project involves cleaning supply and return air registers, with potential challenges including lead contamination and the need for precise cleaning methods in both industrial and office areas. Contractors must submit detailed digital inspection reports and follow strict protocols for cleaning, testing, and potential re-cleaning based on established lead dust thresholds.

Q & A
Solicitation: 040ADV-25-R-0033
QuestionNotes/ContextAnswer
Was the 3rd floor duct cleaning awarded?Yes
If it was awarded, what was the contract value? The contract was awarded to Bluejacket Industries Materials under 040ADV-25-P-0014 for $29,650.
Will the contractor need to clean any walls, floors, or ceilings? Or is this just interior ductwork?Refer to Part C, §5 “Cleaning”, pp. 5 (items listing for the contractor to clean).
Is the lead paint present on the exterior of the ductwork? If so, is the contractor responsible to remediate the paint to put an access?Access is needed to properly remove lead dust from interior of ductwork.

Refer to Part C, §4 "Tasks", pp. 1. "Preparation" i. "Site Assessment and Access Planning"

Is there any documentation that the ductwork contains lead?Yes, there is documentation that the ductwork contains lead.
It is stated that testing shall occur within 10 days of substantial completion. Is this accurate? If this system contains lead this is not fair or ethical to the cleaning contractor. The lead is clearly in the room as well or being drawn into the system from somewhere.

NADCA also states any type of testing should be done before the unit is reenergized.

Running a system 12 hours after cleaning a system that is contaminated with lead before testing is the opposite of any lead remediation standards.

This again is setting contractor up for failure and putting employees in the facility at harm.Lead pre- & post- wipe tests will be conducted by Government. See the revised Part C.
Please confirm that contractor performing work is to be NADCA certified?Refer to the revised Part C.
All workers need to be trained under OSHA lead compliance, correct?Yes
Will the government supply new filters for the AHU’s? if not what are the sizes we will need to provide?Yes, the government will provide new filters for the AHU's.
Could you please specify the total number of supply and return air registers to be cleaned?Refer to Attachment 4 GPO 6th Floor Drawing.pdf
Who is the current contractor performing duct cleaning services?Currently, there is no contractor performing duct cleaning services.
What is the estimated contract value range? The Government will not provide this information.
What is the previous award number for this requirement? There is no previous award number for this requirement.
Will the 6th floor be occupied by anyone? If so, will we be able to set up containment for each zone related to each AHU with related ductwork to keep Government employees from entering until that zone is cleared ?The 6th floor is occupied by employees, but when the contractor is performing the actual cleaning the employees will be moved to a temporary work space so that no employees will be entering the contractors work zone.
We are estimating 3 zones -one for each AHU and related ductwork – How many pre wipe test will there be by zone by the government?A minimum of one sample will be collected from each designated zone. Additional samples may be requested by either the GPO Industrial Hygienist or the contractor, based on site-specific considerations. If multiple samples are obtained within a zone, the average of those results will be used to establish the pre-work baseline for that area.
How many days’ notice for work to begin once pre wipe test by government is complete?Pre-work surface wipe samples will be collected during a regular workday selected by the contractor. Laboratory analysis will be completed within a three-day turnaround period. The contractor must notify the GPO Industrial Hygienist (IH) of the chosen sampling date no later than three days in advance.
Will we get the results of the pre wipe test? Please explainYes, the lab report will be provided through the COR when the lab provides it.
Has any cleaning of the HVAC System in the Government Publishing Building ever tested positive for asbestos, If so please explain. No, but lead has been found.
Who is the responsible party for cost asbestos testing? If contractor, please explain the amount of test required by zone.Refer to Part C, §4 "Tasks", pp. 1. "Preparation" i. "Site Assessment and Access Planning", ii. "Hazardous Materials Notification"
How many test will be required for the Toxic Characteristic Leaching Procedure(TCLP) and report will be required to provide to the COR? Is this a cost to the contractor or government? Please explain. This expense is borne by the contractor. The number of Toxicity Characteristic Leaching Procedure (TCLP) tests required will be determined based on the volume of waste and the contractor’s assessment. Test results will be submitted to the Environmental Manager, Daryl Kosturock, for review. If hazardous waste shipping manifests are required, the Environmental Manager will sign them, and a completed copy will be provided for documentation.
Are there any lawsuits in the past or currently in process against the government or contractor related to this type of work? If yes, please explain. There is no pending litigation for this type of work. The Source Selection Team is not aware of any past lawsuits.
We attended the last scheduled walk-thru which was cancelled – will there be another scheduled walk-thru? If yes – when? The Government extended a second and final site-visit opportunity to potential offerors.
Please provide the ceiling height, Type of ceiling tile and or ceiling and approximate height from floor to bottom of ductwork. The contractor shall be responsible for field verifying all existing ceiling heights, ceiling types, and conditions prior to contract award. See the revised Part C.
Will an area for contractor supplies, equipment be available for storage during working hours and after hours on the 6th floor of bldg. A ?Please coordinate with the Contracting Officer Representative for storage or laydown area as needed.
Is there Elevator access to the work area for workers, materials, and equipment?Yes.
With all the testing involved does that count against your 30-day completion time? No. The 30-day completion will commence after the required asbestos and lead test reports. See the revised Part C.
Is it a one (1) time cleaning at each location or does each location require multiple cleanings?Refer to Part C, §5 “Cleaning”, pp. 5 (items listing for the contractor to clean at a minimum).

What mechanism for equitable adjustment will be used if materially different duct sections/branch runs or additional components are discovered (e.g., pre-priced unit rates per LF/SF vs. change-order process)?Part C – Description/Specifications/Work Statement, §3 “Scope”, pp. 4–5 (text noting prior renovations and potential drawing inaccuracies). If undiscovered components or conditions are identified during performance, contractor shall notify the contracting officer immediiately in writing. Provide detailed description, estimated labor, materials, and schedule impact. No additional work shall be performed prior to Government approval. Refer to revised Part C.

Minimum threshold is 200 µg/ft².
Please confirm sample counts/locations, required lab accreditation (e.g., NVLAP/AIHA), and expected turnaround that supports the 30-day POP.Part C, §5 “Cleaning,” item 5 (TCLP testing of debris) and §10 “Inspection,” 1) Sampling, pp. 6 & 8–9.A minimum of one sample will be collected from each designated zone. Additional samples may be requested by either the GPO Industrial Hygienist or the contractor, based on site-specific considerations.
