As requested, I would like to kindly advocate for this solicitation to be set aside for Black American-Owned, Women-Owned Small Business, Service-Disabled Veteran- Owned, and Veteran-Owned businesses.

There may be non-hazardous secure glue, or secure inks included in shipments. This will not be a regular occurrence.

No, all loading/unloading will be done by GPO employees, or Covanta/Reworld employees.

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
The current contractor providing these services is ZP Transport, INC., as stated in Section C.8 of the RFP. GPO is not able to provide the current contract number.

C.3.1, C.3.2, C.4, C.7
Does this bid require a two-legged run structured as Part A and Part B or two separate line hauls all together?
Refer to Section C.4 of the Statement of Work, which states "The contractor will provide drop-trailer services, to include 48-foot-long structurally sound trailers, with no holes or other obvious damage, to be staged at the following locations (Location #1 and Location #2)".
Section C.3.1 states "GPO will fill in this trailer with the secure waste during a certain time period." Section C.7 states "The return address for the trailer will be at the respective Government Publishing Office location listed below (Location #1 and Location #2). Section C.3.2.
states "The Reworld, f.k.a. Covanta site for drop-off will be dictated by which of the two GPO locations the waste is picked up from and will be designated by the COR at the time of pickup."

Could you please confirm if these are the complete and accurate locations for the transportation routes? Additionally, if there are any other specific locations or details that need to be considered? There are two pick up locations are both of these pick ups going on the same trailer?
Is this run situated to visit all pick up locations and drop offs every run?
See above response to question #8 and please see Sections C.3.1, C.3.2, C.4, C.7.

Will the contractor be able to substitute 48-foot trailers for 53-foot trailers at any time or in case of emergency?
53ft trailers can be used in a rare situation, only on an emergency basis, as long as the trailer meets the prerequisites outlined in the statement of work. An example would be the trailer has to have a roll-up door.
Contractor shall use required 48-foot trailers in accordance with the SOW to the maximum extent practicable.

Will the supplier be given reasonable time to report for pick up on the nonscheduled days? What is the time frame?
The supplier will be given two business days prior notification of a pickup on a nonscheduled day.
Example: the supplier will be notified on a Monday for an unscheduled Wednesday pick-up.

How will the company be compensated for the extra trips beyond 144 pickups a year (if this occurs)
Proposed pricing should be based on GPO's current estimated number of trips, as indicated in the Attachment J.1 Price Template. Refer to Section B.2, which states: This is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract consistent with the Materials Management Acquisition Regulation (MMAR)
16.504. For CLINs 0001 and 0002 the Government will
issue Task Orders that are Firm-Fixed Price (FFP) type consistent with the Materials Management Acquisition Regulation (MMAR) 16.202. The maximum number of trips for the duration of the contract is 1000 for CLIN 0001 and 500 for CLIN 0002, as indicated in Section F.3 ORDER LIMITATIONS. The Contractor will receive compensation for the actual number of trips completed within these thresholds.

Will the supplier be able to use sub-contractors or last-minute hire drivers in case of emergency if someone quits. Will the GOP provide credentials viewer or temporary access to such drivers.

PROPOSAL for instructions on submitting proposals containing proposed subcontractors to be considered by the contracting officer.

Refer to Section C.3.3 Personnel Requirements, which states "Truck drivers must be U.S. citizens and hold a valid, clean driver’s license from the state in which they live."

Since this contract requires drop-trailer service, it will be GPO's responsibility to strap and seal the load.

Will the driver have to observe the loading process or the trailer will be dropped at the bay door for loading throw-out the week?
This contract requires drop-trailer service, thus the empty trailer will be dropped at the bay door to be loaded throughout the week by GPO employees.

Refer to Section M - EVALUATION FACTORS FOR AWARD for the rating methodology and technical evaluation criteria by which the proposals will be evaluated. GPO is not able to provide the incumbent price.
