and procedures set forth in the MMAR 15.3. GPO will initially determine the recency and relevancy of past performance information as a predictor of probable performance under this contract.

Recency Assessment: An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past 6 years from the date of issuance of this solicitation.

Past performance information that fails this condition will not be evaluated.

Relevancy Assessment: An evaluation of all recent performance information obtained to determine whether the provided work construction performed under those contracts relate to a similar size and scope as those required by this solicitation. In determining the relevancy of effort performed under individual past performance contracts, the Government will consider the specific effort or portion consistent with that proposed by the prime contractor and/or subcontractors. The past performance information obtained from sources will be used to establish the relevancy of past performance.

In accordance with MMAR 15.305(a)(2)(iv), an Offeror's past performance will not be evaluated favorably or unfavorably when:

1) The Offeror lacks relevant performance history; or

2) Information on performance is not available.

When this occurs, an offeror lacking relevant performance history is assigned a neutral rating. Prior to assigning a neutral past performance rating, the contracting officer may consider a broad range of information related to an offeror's performance.

Ratings Past Performance Evaluation’s Definitions Satisfactory The offeror’s past performance of previously awarded recent and relevant projects met or exceeded most, if not all, project requirements. The company may have performed with some problems, for which corrective actions taken by the contractor were, or are expected to be, effective. Performance of completed projects was consistently of adequate or better quality. The offeror’s past performance record leads to an expectation of successful performance.

Unsatisfactory The offeror’s performance of previously awarded recent and relevant projects did not meet some or most project requirements and recovery, if any, did not occur within the stated period of performance. The offeror’s performance reflected some serious problems for which the offeror either failed to identify or implement corrective actions in a timely manner, or for which correctible actions were mostly ineffective.

Performance of completed projects was consistently of mediocre or poor quality. The offeror’s past performance record leads to a reasonable expectation that successful performancewouldnot beachievedorthat it canoccuronlywithincreasedlevelsofgovernment management and oversight.
