Background The Government Publishing Office’s (GPO) Electrical Branch requires a design-build (DB) project to repair/replace existing electrical panels throughout the basement floor, 1st floor, and 2nd floor of Building C at the agency’s headquarters at 732 North Capitol Street NW, Washington DC. The successful offeror shall develop an outline of both how the electrical panels will be removed and replaced in accordance with the applicable codes for the National Design and Construction standards. The contract will consist of a Design Phase, Demolition Phase, and Construction Phase to achieve design and performance objectives.

Existing Site Conditions

1. GPO is located at 732 N. Capitol Street Washington, DC 20401. Each electrical panel provides power to separate important functions that are done at GPO. For example, electrical panel MB-1, is responsible for a water pump unit that is in the building. Another electrical panel, PBC171, is responsible for charging the batteries on GPO electrical forklifts and other devices.

2. Each electrical panel contributes in their own way to the functioning of GPO and must therefore be replaced since many have been in service longer than 15 years and are no longer compliant with the National Electrical Code (NEC). They must be brought up to NEC, OSHA, and GPO standards.

3. The electrical panels needing replacement are currently in use and therefore precise scheduling of when to turn them off/on shall be considered to not impede the workflow of GPO. Two impediments, for example, correspond with the ongoing projects of the Yearly Elevator Inspection and the Installation of a New 8-Color Press, both of which will require advance notice for the shutdown of power since it will impact them enough that their work schedules will have to change, overall effecting the end times of those projects.

4. In addition, each Electrical Panel has had a Power System Study, Infrared Thermography Study, and

Panel Assessment Study conducted by Astute Engineering, PLLC. on September 23, 2024. This study has helped GPO select which electrical panels needs upgrading for safety, age, and performance.

5. The location of the electrical panel areas varies based on location and floor, although most of the electrical panels are located throughout the building’s brick and stonework shafts. Conditions are shown in Attachment 2 for visual reference. Several panels are installed in open spaces where work is being conducted.

Scope

General Work Requirements

1. The Contractor shall remove existing electrical panels, conduits, and other electrical components connected to the electrical panel.

2. The Contractor after their removal shall install new electrical panels, conduits, and other electrical components connected to the electrical panel.

3. The Contractor shall give the COR advance notice of any demolition in the work schedule, whether it be for investigation or construction.

4. The Contractor shall follow the designer’s recommendations for any work entailed by their design such as materials or methods to be used. Any disagreements shall be resolved by the COR.

5. The Contractor shall ensure all nearby adjacent surfaces and areas are protected from damage during the period of construction and should any damage occur, it will be the responsibility of the Contractor to repair before the end of the contract period.

6. In the event of accidents of any kind, the Contractor shall furnish GPO with copies of all accident reports at the same time they are forwarded to any other parties, without delay, for review.

7. The Contractor shall maintain all construction and electrical panel installation permits visible and updated as required.

8. The Contractor shall abstain from smoking in the construction areas and the areas adjacent from the construction site.

9. The Contractor shall prevent accidental smoke detector operation.

Fire and Safety

1. Develop a plan detailing project specific, fire-safety measures. Conduct meetings with the building’s facilities management to determine the type and capabilities of the fire-suppression systems on site.

2. Maintain site and building access free and unobstructed to facility emergency services.

3. All temporary construction partitions shall meet fire-safety requirements.

4. Temporary heating and electrical installations shall comply with OSHA 1926, NFPA 241 and NFPA 70.

5. Contractor furnished fire extinguishers shall be provided and maintained in construction areas and in temporary storage areas. Extinguishers must be raised two feet off the floor.

6. Flammable and combustible liquids shall be stored, disposed, and used in accordance with OSHA 1926, NFPA 241 and NFPA 30

7. Existing fire protection shall not be impaired, and a fire watch shall be provided should protection become impaired. Notify the COR and Fire Inspector if these conditions are expected or occur.

8. Perform hot work in accordance with NFPA 241 and NFPA 51B. The Contractor shall obtain and fill out a GPO hot work permit from the COR prior to the start of Hot Work

Site Protection

1. The Contractor shall allow no dust and debris to get into the production areas on the same floor. The Contractor shall prevent this from happening by covering machines that would be affected.

2. The Contractor shall provide, erect, and maintain catch platforms, lights, barriers/walls, weather protection, warning signs, and other items as required for proper protection of the public, occupants of the building, and workmen engaged in work and adjacent construction.

3. The Contractor shall not close or obstruct walkways, passageways, or stairways. The Contractor shall also not store or place materials in passageways, stairs or other means of egress and shall conduct operations with minimum traffic interference.

Cleanup and Restoration

1. The Contractor shall remove waste generated from the worksites daily. Waste shall be deposited in an appropriate dumpster provided by the Contractor, located in an area approved by the COR and removed from the grounds weekly or when full. The Contractor is responsible for the procurement of waste services, and no government leased, or owned dumpster shall be used to dispose of construction waste.

2. Damage of interior and exterior items such as walls, ceiling tile, and any other Government owned equipment shall be repaired/replaced at no cost to the Government.

3. Upon completion of work, the Contractor is responsible for any punch list items accrued during the final walkthrough by the COR. This contract will not be fulfilled until all items are addressed in a timely manner, inspected by the COR, and have written approval.

Tasks The Contractor shall complete the project in three main phases: the Design Phase, the Demolition Phase, and the Construction Phase. The Contractor shall complete these phases as instructed below for all electrical panels in the project. In addition, some electrical panels will have Special Instructions (see Table 1), these electrical panels during the Demolition and Construction Phases will have special needs that need to be account for which will be further explained during these phases. Furthermore, since each electrical panel is providing power to Active Work throughout the GPO Building the Demolition and Construction phases of each electrical panel shall occur in succession so that only one electrical panel and its connected pipes and conduits are being replaced at a time. This stipulation is critical to GPO to prevent any significant loss of time and money to GPO, since several of the electrical panels are currently connected through riser pipes to other electrical panels that will need to be turned off.
