A. WORK SCOPE AND REQUIRMENTS
AOC maintains one Gulfstream IV SP Aircraft, and has a need to replace wheel and tire assemblies based on wear and damage determined from inspection by AOC Equipment Specialists. Currently, AOC stores approximately four (4ea) spare main and two (2ea) nose wheels which provide a quick change when needed. Change out can be performed on site by the Equipment Specialists wherever the aircraft is located. Once removed, there is a need to have tire and wheel components sent out for repair, overhaul or replacement as quickly as possible to refurbish the spare inventory ensuring an aircraft does not experience unnecessary down time during critical missions. The contract will provide access to repair services from a FAA certified repair station (Part 145 Accessory – Limited Non-Destructive Inspection & Testing) contractor for all G-IV aircraft wheel and tire assemblies. The contractor shall comply with all of the maintenance manuals and manufacturer's requirements. AOC will provide applicable G-IV technical manuals to the contractor (if required). The Contractor will provide all special tools, facilities, equipment, and certified technical staffing to perform tasks.
The minimum requirements are as follows:
1.) Remove tire carcass and disassemble main or nose wheel assembly.
2.) Remove, clean, and inspect wheel bearings in accordance with manufacturer specifications and maintenance manual procedures.
3.) Paint strip wheel assemblies.
4.) Visually inspect the wheel halves for cracks and corrosion using manufacturer recommended procedures and in accordance with manufacturer maintenance manuals. Further, inspect wheel halves and bolts using Non-Destructive Inspection (NDI) testing methods to determine any cracks not found during visual inspections.
5.) Provide inspection reports and documentation to the AOC before proceeding.
6.) Rejected wheel assembly halves will be replaced through AOC.
7.) Repaint wheel assemblies.
8.) Repack reusable wheel bearings with MIL-PRF-81322 or Mobil Aviation Grease SHC100.
9.) Assemble wheel halves using new seals, repacked or new bearings as applicable, NDI inspected or new bolts as applicable with new nuts, and new valve stem, replacing tire with new or retread tire in accordance with maintenance manual specifications.
10.) Provide necessary inspection teardown reports and documentation of the work performed on both serviceable and rejected tire and wheel assemblies.
11.) Return all rejected wheel and bearing assemblies to AOC.
12.) Upon return to service of the assemblies, the contractor shall provide all required repair documentation (i.e. FAA Form 8130 or equivalent).
The Government shall be responsible for scheduling all work against this contract. Only the work that is being requested shall be done. Any additional work or discrepancies (Over and Above) must have prior approval from the AOC Contracting Officer's Representative (COR).
As soon as possible, the contractor shall provide a list of the discrepancies/tear down inspection report to AOC. The report shall include the extent of the inspection, condition found on all major components, and any recommendations (if applicable) for maintenance that would prevent future failures.
B. SHIPPING AND DELIVERY REQUIREMENTS
A task order for the service will be initiated as soon as the component tires and wheels need servicing. This will be determined by the COR. The COR will give the contractor as much advanced notice as possible in order to schedule the repairs and expedite the service. It is requested that the contractor give a due out date for the components return to the AOC. If the wheel and tire components are not able to be returned by the date stated due to unexpected over and above discrepancies, the contractor shall inform the COR to determine what actions should be taken if any. The cost of shipping the wheel and tire assemblies to the contractor facility shall be the responsibility of the AOC. The contractor shall be responsible for return shipping to AOC.
However, AOC may arrange for different shipping methods if it is in their best interest.
- Ship with 40 psi nitrogen charge.
C. PERIOD OF PERFORMANCE/SCHEDULE
The contractor will provide a time frame for completing the initial inspection followed by a time frame to complete the repairs. The completion period depends on the quantity shipped and degree of disrepair of the component assemblies. Once a completion date is established, that date shall not be exceeded without prior approval from AOC.
- Base Year plus 4 option years depending on vendor performance
- Base year to begin 15 September 2023
D. QUALITY ASSURANCE
NOAA/AOC may request to have a representative witness any part of the contract.
The Contractor shall keep the COR and/or the AMB apprised of the progress and schedule. “Over and Above” repairs must be approved by the COR repairs can begin.
E. PARTS AND WARRANTIES
The Contractor shall provide all replacement parts, materials, and consumables. However, the Government reserves the right to provide the same, if advantageous, at any time during the contract. The Government will make the final determination on whether new, overhauled, or serviceable parts will be installed in the assemblies. Parts or components in an "as removed" condition will not be installed in the assemblies. Any part or component that has not reached its recommended service life, but fails inspection and needs to be replaced, will be treated as an "over-and-above". AOC G-IV SP aircraft average 400 hours per year. The contractor must provide a warranty on the wheel assemblies based on either cycles or aircraft hours.
F. OVER AND ABOVE ITEMS
The Contractor is responsible for documenting and reporting, at intervals acceptable to the COR, all discrepancies found during inspections and maintenance. Discrepancies that are not a part of the scope of work will be known as "over and above." Corrective actions of those discrepancies are considered "over and above" items. Any part or component that has not reached its recommended service life, but fails inspection and needs to be replaced, is considered an "over and above" item.
The "Over and Above" discrepancy report must include (as a minimum):
- Description of each discrepancy found;
- Number of person-hours per discipline required to complete each discrepancy;
- Hourly rate for personnel performing the work;
- Parts cost, less the percentage discount, if any;
- Total dollar amount for each discrepancy; and
- Total dollar amount for the complete list of discrepancies.
The COR will be responsible for reviewing the list of "over, and above" discrepancies and making a recommendation to either accept or decline the Contractor's proposal. The Contractor shall not proceed with correcting any "over and above" discrepancy without prior approval from the COR.
The Contractor shall bill all charges for "over and above" items on a separate line item at the conclusion of repairs. Funds for over and above items will be specified at the time of award and included in contract line item numbers (CLIN) 0003, 1003, 2003, 3003, and 4003. The dollar amount stated in the contract represents an estimated total, not to exceed amount, to cover charges for "over and above". The Government will pay invoices for "over and above" services out of the funds allocated and authorized on CLIN 0003, 1003, 2003, 3003, and 4003. This paragraph applies only to CLIN 0003, 1003, 2003, 3003, and 4003. It is not possible prior to contract award to accurately estimate the extent and duration of work or to anticipate costs for CLIN 0003, 1003, 2003, 3003, and 4003 with any reasonable degree of confidence. Time and materials provides for acquiring these services on the basis of direct labor hours and cost of materials at a fixed rate. Direct labor hours are at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit. Cost of materials includes appropriate material handling cost as part of material fixed costs. The price to be paid for material shall be based on an established catalog or list price in effect when material or other product is furnished, less all applicable discounts to the Government. In no event shall the price exceed the contractor's sales price to its most favored customer for the same item in like quantity, or the current .market price, whichever is lower.
