The project encompasses Mattawan Early Elementary (6,226 square feet of window coverage), Mattawan Later Elementary (3,922 square feet), Mattawan Middle School (2,042 square feet), and Mattawan High School (3,184 square feet), with coverage required to six feet in height around the perimeter of each facility. The RFP requires a turnkey solution with film specifications meeting industry standards including ANSI Z97.1, 16 CFR 1201, and EN 356 certifications for either 6-8 mil or 13+ mil security films, depending on application location. Proposals were due by May 2, 2019, at 1:00 PM at the MCS Administration Office, with bid opening occurring on the same date and time. No walk-through is required. MCS indicated it would make award decisions within thirty days of proposal opening and may choose to award to a single contractor or split work among multiple firms based on best value considerations.

Bid responses must remain valid for thirty days following submission and include all costs for procurement, installation, delivery, and associated components broken down by building. A bid security of not less than five percent of the maximum total bid price is required, submitted as a certified check, money order, or bid bond. Evaluation criteria assign 25 points to pricing, 20 points to prior experience, and distribute the remaining 30 points among understanding of needs, financial stability, personnel qualifications, technical compliance, hardware compatibility, total cost of ownership, upgradability, completeness, implementation summary, and successful completion. The contractor must maintain Workers' Compensation Insurance with statutory limits and $1,000,000 in Employers' Liability Insurance, and Commercial General Liability Insurance with a $1,000,000 combined single limit. All bidders must provide notarized Iran sanctions compliance affidavits and familial relationship disclosure statements, along with audited financial statements if requested by MCS.
