About this file
This is a Statement of Work (SOW) for the Marine Communication System Expansion Project for the U.S. Customs and Border Protection (CBP) Air and Marine Operations. The project aims to address inadequate land mobile radio (LMR) coverage for marine vessels operating off the coast by installing a GTR8000 repeater, duplexer, router, antenna, and associated equipment at three sites in Texas: Freeport, Galveston, and Matagorda.
The project involves a comprehensive installation process, including system design, site-specific equipment provisioning, and implementation. The contractor will be responsible for installing rack-mounted equipment, managing logistics, performing testing, and providing documentation. The period of performance is 18 months, with work to commence within 30 days of award. Key requirements include providing a Project Management Plan, conducting site installations, performing return loss and Distance to Fault tests, and delivering a two-year warranty on all parts and labor. Contractor personnel must have a current fully adjudicated security clearance with U.S. Customs and Border Protection and will be supported by government-furnished equipment including Cisco network equipment and Motorola radio infrastructure components.

3.4 Site Details
The Government has selected fixed tower sites to host the proposed radio equipment. These sites have been surveyed by the government in order to establish a comprehensive BOM that supports the design.
3.4.1 Freeport, TX Site
Freeport site is a commercial site leased to US CBP. Installation of a new cabinet and migration of the existing and new equipment to the cabinet.
The internal RF maximum path distance is 30’ ft. The cable type shall be FSJ4 or similar cable.
There is no RF junction box on site. The current radio internal RF cables interface with the external RF cables through a grounded polyphaser just before the wall perforation exiting the comm shelter.
The tower is a 500’ guyed tower. Sufficient grounding provisions exist near the shelter. The desired antenna location is 480 AGL on the “B” leg. A cable ladder is present with sufficient room to add one RF cable. The cable is AVA5 -50. The expected run is 480’ including the ice bridge.
Ingress ports into the shelter port entry cushions are available. A polyphaser is required to be mounted just insider the shelter. A ground bus is present near the feedthrough with adequate space for the new polyphaser installation.
3.4.2 Galveston, TX Site
The Galveston site is a commercial site leased to US CBP. Installation of a new cabinet will be required.
The internal RF maximum path distance is 30’ ft. The cable type shall be FSJ4 or similar cable.
There is no RF junction box on site. The current radio internal RF cables interface with the external RF cables through a grounded polyphaser just before the wall perforation exiting the comm building.
The tower is a 500’ guyed tower. Sufficient grounding provisions exist near the shelter. The desired antenna location is 400 AGL on the “B” leg. A cable ladder is present with sufficient space for an additional RF line. The cable is AVA5 -50. The expected run is 475’ including the ice bridge.
Ingress ports into the shelter port entry cushions are available. A polyphaser is required to be mounted just insider the shelter. Additional grounding on site will be required.
FAALC P a g e | 11 For Official Use Only (FOUO)
3.4.3 Matagorda, TX Site
The Matagorda site is a commercial site leased to US Customs and Border Protection. There is limited cabinet space. There is plenty of floor space to add an equipment rack and avoid reconfiguring the limited existing rack space, however, the comm shelter’s grounding is sparse.
Approximately 50’ ft. of ground wire will be required to find a suitable rack ground. The GTR8000 repeater uses 3U cabinet space (1U = 1.75” inches). The duplexer for the RF will take an additional 2U.
The tower is a 500’ guyed tower. Grounding at tower and shelter an insufficient and will need to be brought up to code. The desired antenna location is 440 AGL on the “C” leg. A cable ladder is present with sufficient room to add one RF cable. The cable is AVA5 -50. The expected run is 500’ including the ice bridge. Ingress ports into the shelter port entry cushions are available. A polyphaser is required to be mounted just insider the shelter.
3.5 Testing
The Contractor must perform a return loss test on the RF cable, as well as a Distance to Fault (short and load) sweep of the same cable. Forward and reflective power readings will be recorded. The contractor must also aid CBP personnel with the operational testing of the installed system. Clamp On ground measurements will be taken at the following locations:
• - Primary Bus Bar (PBB)Ground Conductor
• - Rack Bus Bar (RBB)to PBB Conductor
• - Repeater to RBB Conductor
All readings must be recorded and included on the site installation report (Reference §3.3.3.2)
3.6 Deliverables
All materials and information developed or produced under this SOW, including but not limited to design drawings, documents, presentations, hardware, software, and configurations, are the property of the Government.
All materials and information developed, or produced under this SOW must not contain any Contractor proprietary markings or designations. The required deliverables for this project must be marked For Official Use Only (FOUO) – Law Enforcement Sensitive” (LES).
The Contractor must provide the deliverables electronically the COR and the CO using standard Microsoft suite (i.e., Word, Excel, Visio, Project) unless annotated below in Table 13. Signed documents such as leases will be provided as Adobe Acrobat portable data file (PDF) format (if applicable).
