APPENDIX 2 – Key Specification OFO Blaine Keying System
1. An ASSA ABLOY patented keying system (or equal) must be used. At a minimum, the lock cores shall meet the following standards:
a. Cylinder “A” (High Security Lock Cylinder) and keys are to be UL 437 listed and certified
M1AAAM under ANSI/BHMA A156.30, and Grade 1 under ANSI/BHMA A156.5.
Cylinders must incorporate three locking elements: a slider mechanism, a sidebar mechanism with tumbler rotation, and a pin tumbler elevation.
Cylinders must be constructed of solid brass with hardened steel inserts.
The lock tumblers must combine a dual-axis action with one axis utilized for pin tumbler rotation and the other axis utilized for positioning key cuts.
Randomly selected tumbler pins must incorporate a hardened steel insert.
b. The cylinders must be capable of being immediately re-keyed to a new combination or a new system. Use interchangeable cores to facilitate this process. Maintain a suitable number of spare cores to facilitate lock changes in the event of a lost or stolen master key.
c. The system must also have the capability to provide a single master key with over 1 million (1,000,000) usable, non-interchangeable change keys in a single keyway.
d. The key thickness shall be no less than one hundred twenty-five thousandths of an inch (.125″).
e. Keys shall be made from a nickel silver alloy.
f. Each key shall be custom coined per Appendix 1 for tracking and identification purposes.
g. The system must allow the end user to use control keys to remove and replace key cores without the need of a locksmith.
h. A site visit is required prior to ordering the hardware to assure accuracy and perform a survey of all doors.
i. All locking system information shall be deemed proprietary information to be shared only among authorized CBP entities and the manufacturer.
2. In accordance with the specs identified in Appendix 1, the mechanical locks shall be pinned, coded, and master keyed by the factory prior to installation.
3. Locksets/handsets shall have a satin chrome (626) finish.
4. Hardware Removal and Installation:
a. The vendor shall remove and dispose of all existing locksets to include, but not limited to locksets, strikes, cores, and keys.
b. Existing strikes are acceptable to remain in place “if” the strikes are serviceable and able to fully support Assa Abloy and the appropriate hardware.
c. The vendor shall provide and install only new products as specified in Appendix 1.
APPENDIX 2 – Key Specification OFO Blaine Keying System
d. The vendor shall ensure at the end of each workday, that all doors can be secured by CBP personnel. This requirement applies to both newly installed equipment per this contract and to existing equipment. At no point will a door not have either a new or existing lockset installed that cannot be locked, unless that door is actively being worked on.
e. In the event that the vendor departs the site during the workday and a door cannot be locked, the vendor shall contact the onsite technical point of contact for direction.
f. The hierarchy system for the key design is shown in Appendix 1.
