About this file
This document is Addendum No. 2 to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans) for Land Surveying, Right of Way Engineering and Sub-surface Utility Location Services in District 1, North. The addendum provides information regarding the State of California's new policy on the use of Generative Artificial Intelligence (GenAI), which must be fully implemented by April 30, 2024. Effective that date, all Statements of Qualifications (SOQs) submitted in response to this RFQ must include the GenAI Disclosure & Factsheet STD1000. Failure to disclose GenAI usage or submit the detailed description may result in disqualification and contract nullification.
The contract value is estimated to be between $1,200,000 and $1,950,000, with a 22% Disadvantaged Business Enterprise (DBE) participation goal required. The solicitation also includes a Construction Management (CM) Experience Addendum and information related to the use of GenAI technology.

ADDENDUM NO. 2
REQUEST FOR QUALIFICATIONS (RFQ) NOTICE NUMBER 03A3809
LAND SURVEYING, RIGHT OF WAY ENGINEERING AND SUB-SURFACE UTILITY
LOCATION SERVICES, DISTRICT 1, NORTH.
The purpose of this Addendum is to provide information regarding the Executive Order (EO) N-12-12 signed on September 6, 2023, related to the use of Generative Artificial Intelligence (GenAI).
The new policy, procedures, and requirements are effective March 21, 2024, and must be fully implemented on or before April 30, 2024.
A. GenAI is an acronym for Generative Artificial Intelligence that consists of the class of
AI models that emulate the structure and characteristics of input data in order to generate derived synthetic content. This can include images, videos, audio, text, and other digital content.
1. AI models may incorporate machine-based system that can, for a given set of human-defined objectives, make predictions, recommendations, or decisions influencing real or virtual environments.
2. AI systems use machine and human-based inputs to perceive real and virtual environments; abstract such perceptions into models through analysis in an automated manner; and use model inference to formulate options for information or consequential decisions and actions.
3. GenAI models may have an algorithm with a clearly specified mathematical process for computation; a set of rules that, if followed, will give a prescribed result.
Effective April 30, 2024, all Statement of Qualifications (SOQ) must have the GENAI Disclosure & Factsheet STD1000 included. Failure to disclose GenAI to the State and submit the detailed description may result in disqualification and may void any resulting contract.
The GENAI Disclosure & Factsheet can be found on the internet at: GenAI Disclosure & Factsheet https://dot.ca.gov/programs/procurement-and-contracts/ https://www.documents.dgs.ca.gov/dgs/fmc/pdf/std1000.pdf https://www.documents.dgs.ca.gov/dgs/fmc/pdf/std1000.pdf
