About this file
This is a Request for Quote (RFQ) for a Women-Owned Small Business (WOSB) solicitation issued by NMFS Field Delegates for parts to install a new ultraviolet (UV) waste water purification system at the Ted Stevens Marine Research Institute (TSMRI) in Juneau, Alaska. The contract (1333MF25Q0069) is set aside for small businesses with a NAICS code of 333310 and a size standard of 1,000 employees or less.
The solicitation requires procurement of specific PVC piping, valves, adapters, and associated hardware for a UV disinfection system to treat combined waste sea water from a laboratory aquarium and heat exchanger. Delivery is required by December 1, 2025, to the Auke Bay Laboratory. The procurement is driven by an Alaska Department of Environmental Conservation (ADEC) permit requiring treatment of wastewater before discharge. Quotes are due by 4:00 PM EDT on August 29, 2025, and must be submitted electronically to jason.jenks@noaa.gov. The government will evaluate offers based on technical understanding, past performance, and price, with technical and past performance being more important than price.

SON Statement of Need
STATEMENT OF NEED
National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries AFSC Auke Bay Lab UV System Parts
PURPOSE: This purchase is to buy parts to install a new UV system at TSMRI in accordance with the ADEC approved design.
SCOPE OR MISSION: The vendor will provide the parts listed below with delivery to TSMRI.
BACKGROUND: The National Oceanic and Atmospheric Administration Ted Stevens Research Institute (NOAA/TSRI), located at Lena Point in Juneau, Alaska, has procured an ultra-violet (UV) disinfection system that will treat combined waste sea water from a laboratory aquarium and a heat exchanger. The waste sea water is discharged to coastal waters via a marine outfall in Auke Bay. The discharge of wastewater from this outfall is regulated by the Alaska Department of Environmental Conservation (ADEC). ADEC has issued an Alaska Pollutant Discharge Elimination System (APDES) permit for the outfall (permit number AK0053236). The permit establishes allowable limits for wastewater parameters including flow, Fecal coliform (FC) bacteria, Enterococci bacteria (EB), pH, Dissolved Oxygen (DO), temperature, and ammonia nitrogen. The UV disinfection system is required in order to meet the Fecal coliform and Enterococci bacteria limits stipulated in the permit. This purchase is to buy parts to install the new UV disinfection system in accordance with the approved system design.
