About this file

This is a Statement of Work (SOW) for the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requiring procurement and installation of a 100kVA Series Static Frequency Converter (SFC).

The contractor must provide one SFC model SFCD00100NLJ manufactured by Power Systems & Controls, Inc., rated at 100kVA/80kW with input voltage of 480Y/277 Volts (3 Phase, 60Hz) and output voltage of 115 Volts (3 Phase, 400Hz). The unit specifications include 12 Pulse PWM Solid-State Technology with double conversion topology, galvanic electrical isolation, output frequency regulation of 400Hz (±0.4Hz), pure sine wave output with ±1% voltage regulation under linear load, input voltage tolerance of ±15%, noise level of 67dB, and harmonic distortion less than 3%. The converter requires NEMA 1 indoor enclosure, vertical configuration, emergency stop button, input/output breakers, and comprehensive protection features including over/under voltage alarm, output short circuit protection, current limiting, and auto-shutdown with one-minute auto-restore capability. Remote monitoring, automatic line drop volt compensation, and 28VDC circuitry are explicitly not required. The contractor must deliver the SFC to Dahlgren, Virginia and provide installation services including verification of existing power input specifications, reconnection of existing power cables via bottom feed configuration, and operational testing to demonstrate functional capabilities per OEM specifications. The government will provide the support structure with minimum six inches rear clearance, verify cable condition, unload and position the unit, and coordinate access and scheduling. Anticipated travel requires three technicians to Dahlgren, Virginia for five days.
