About this file
This document is Solicitation Amendment 0001 to Request for Quote 030ADV26Q0027 issued by the Library of Congress Contracts and Grants Directorate. The amendment updates file naming instructions in Section L.3 (Quote Format) for both Volume I Technical and Volume II Pricing submissions and does not extend the proposal submission deadline. The contracting officer is Todd Blose (tblose@lib.loc.gov) and the contract specialist is Stefanie Fitte (sfitte@loc.gov).
All quotes must be submitted electronically via email to both the contracting officer and contract specialist no later than the response date specified in the base solicitation. Quoters must provide separate electronic files for Volume I Technical (in MS Word or Adobe format, 10 pages maximum excluding cover page, table of contents, draft Project Management Plan, resumes, and appendices) and Volume II Pricing (as an Excel file using the provided Pricing Quote Template). Volume I must address Factor 1 (Technical Approach) and Factor 2 (Staffing), while Volume II addresses Factor 3 (Price). File naming conventions require "[INSERT VENDOR NAME]- 030ADV26Q0027 030ADV26Q0011 VOLUME I TECHNICAL" and "[INSERT VENDOR NAME]- 030ADV26Q0027 030ADV26Q0011 VOLUME II PRICING" respectively. Quotes must be fully responsive with pricing provided for all items in Section B; partial pricing renders a quote non-responsive. Clarification questions must be submitted within ten days of solicitation posting using the Questions Template. Quotes remain valid for a minimum of 100 days after the submission deadline.
