About this file

This document is a Question and Answer document for Request for Quote #030ADV26Q0019 for Film Preservation Laboratory Equipment Maintenance by the Library of Congress. The document addresses two key questions from potential offerors: contract duration and equipment servicing challenges. Regarding contract duration, offerors are required to submit quotes for a minimum of three years (Ordering Periods I-III), with optional quotes possible for years IV and V.

The second question concerns EPA restrictions on Perchloreothylene (PERC), a chemical used to clean two Lipsner Smith CF8200 machines. The EPA plans to publish a Notice of Proposed Rulemaking in summer 2026 and a final rule in 2027 that will restrict PERC usage. The Library of Congress intends to convert these machines to a new HFE solvent in 2026. Contractors may continue servicing the machines with PERC until either the EPA's final ruling or the Library's machine conversion, whichever comes first. If contractors are uncomfortable servicing these machines, they may submit a request to remove them from the contract requirements by 01/05/2026.

Question and Answer Document

Request for Quote # 030ADV26Q0019

Film Preservation Laboratory Equipment Maintenance

Question 1: Is an offeror required to provide a quote for all five years of the contract?

Answer 1: No, offerors must submit a quote for a minimum of three years of the contract (Ordering Periods I - III). Offerors may choose to submit a quote for years IV and V. See Section L.1.4 C.

Question 2: The United States Environmental Protection Agency (EPA) is putting restrictions on the use of Perchloreothylene (PERC) which is used to clean two of the listed Film Preservation Laboratory machines (Lipsner Smith CF8200). Will these machines require service, can service be optional, or can they be removed from the Library’s Film Lab preservation requirement?

Answer 2: As of this solicitation, the EPA intends to restrict the use of PERC and expects to publish a Notice of Proposed Rulemaking to amend the 2024 PCE Rule in or around summer 2026 and publish a final rule in 2027. See this EPA update: https://www.epa.gov/chemicals-under-tsca/update-tsca-risk-management-rule-perchloroethylene.

The Library hopes to convert its two Lipsner Smith CF8200 machines requiring PERC usage to a new HFE solvent in 2026 so that they can remain in service in this contract.

At this time, a contractor may continue servicing the two Lipsner Smith CF8200 machines using PERC until a final ruling is issued from the EPA or until the Library converts the machines as described above, whichever comes first.

If the contractor is not comfortable including the two Lipsner Smith CF8200 PERC machines in the contract service requirements, the Library is amenable to removing or amending this portion of the Statement of Work. Please submit an additional request for the formal removal of these machines from the requirement, if necessary, by 01/05/2026.
