SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
1. OVERVIEW / BACKGROUND. The Library of Congress (Library) requires a contractor to produce Braille Book Review, a bimonthly publication that lists books newly added to the National Library Service for the Blind and Print Disabled collection (NLS), in braille. The text content must be transcribed to braille from Microsoft Word files, proofed for accuracy, duplicated using a press or embosser, bound, boxed, and shipped to thousands of individuals under the US Postal Service Free Matter for the Blind and Physically Handicapped regulation, using mailing list files provided by NLS.
Contractor will also be required to provide digital braille in BRF format suitable for uploading to the NLS download platform.
2. SCOPE.
2.1 Objective. The contractor will convert print publications to braille from Microsoft Word files and distribute them directly to patrons. It is anticipated that the contractor shall produce six issues of Braille Book Review per year, and that these issues will be an average of 200 braille pages in length, though individual issue length may vary. Most issues will be bound in four volumes (two main volumes and two smaller “order form” volumes). There are approximately 3,200 patrons currently subscribed to Braille Book Review, though the number of subscribers has been dropping by approximately 8 percent a year for the past several decades. That drop is expected to continue across the five-year life of the contract. QB tasks orders will be placed against the contract indicating how many copies of Braille Book Review NLS needs for each issue.
2.2 Performance Areas
• Braille transcription
• Braille proofreading
• Braille pressing or embossing
• Printing visual elements on front and back covers
• Collating and binding either by saddle stitch or comb binding
• Addressing of copies
• Packaging of copies
• Mailing of copies
• Submitting a final electronic braille file (BRF) to the agency
3. REQUIREMENTS: Contractor shall transcribe from Microsoft Word file, insert braille page numbers, press or emboss, print covers, bind, package, and distribute to patrons braille publications in accordance with NLS Specification 801 (with the exception that sections 3.5.2, 3.6, 3.8, and 3.9 of Specification 801 do not apply). NLS specifications are updated occasionally. The version posted on the NLS website (www.loc.gov/nls/who-we-are/guidelines-and-specifications/contract-specifications) at the time work on the given issue of Braille Book Review commences shall be followed. Contractors shall be given a minimum of four weeks’ notice of a change to specifications relevant to this contract.
3.1. Transcription: The government shall furnish the contents of the publication in Microsoft Word. Contractor shall transcribe the Microsoft Word file into Unified English Braille, inserting braille page numbers as necessary. Transcription shall be performed by a transcriber certified in literary braille and reviewed by a proofreader certified in literary braille proofreading. Contractor shall provide NLS with PDF copies of relevant certifications of all transcribing and proofreading personnel.
3.2. Control copy: Contractor shall send an electronic control copy, formatted as a BRF file, to NLS via email to the COR. If the control copy is not approved by the NLS Quality Assurance Section, a resubmission must be made within five
(5) working days from receipt of notice of disapproval. Resubmission of only rejected part(s) will be acceptable. NLS may at its discretion choose to require a physical control copy to assess the quality of binding and embossing.
3.3. Duplication: Using a press or embosser, contractor shall produce physical copies of the publication in accordance with attached NLS Specification 801 (with the exception that sections 3.5.2, 3.6, 3.8, and 3.9 of Specification 801 do not apply). Duplication includes creating printed covers, pressing or embossing, and binding. Front cover art will be furnished by the government as JPG or PDF files. Contractor shall print all cover art in black at 100 percent size, neither shrinking nor enlarging.
3.3.1 Contractor shall ensure the following text appears in braille and print on the back cover. Text should be 14-point Times Roman, flush left and ragged right, single spaced:
For special distribution, as authorized by Act of Congress under Public Law 89-522. Produced in braille for the Library of Congress, National Library Service for the Blind and Print Disabled, by {insert contractor’s name}, {Year}.
Braille Book Review informs readers of developments and activities in library service for individuals who are blind or have a physical disability. It is published bimonthly as part of the Library of Congress program directed by the National Library Service for the Blind and Print Disabled.
Braille Book Review is distributed free of charge to individuals who are blind or have a physical disability that prevents the reading of regular print and who participate in the Library of Congress program. Correspondence regarding editorial matters should be sent to: Communications and Outreach Section, National Library for the Blind and Print Disabled, Library of Congress, 1291 Taylor St. NW, Washington, DC 20542.
All changes of address, subscription, and cancellation requests should be sent to your network library.
[Insert issue release date and issue stock number, which will be provided with each issue.]
3.4. Distribution The Library’s Patron Information Machine Maintenance System (PIMMS) will maintain the mailing lists for Braille Book Review. NLS will advise contractor of quantities for each issue when placing the QB task order for that issue.
3.4.1 Contractor shall actively retrieve the electronic mailing list files from the database provided by PIMMS for use in preparing addresses for printing in ink-jet spray or equivalent. Printed addresses must include all fields and codes from the PIMMS database in proper position.
3.4.2 A sample mailing list file will be provided to the contractor at the start of the contract. The contractor shall provide the COR with samples of printed addresses within two weeks of the execution of the contractor so that the COR can assess the quality of the printing method used and the accuracy of the labels. All questions relative to format and content of address information shall be resolved prior to first shipment.
3.4.3 Contractor shall package publication in corrugated cardboard cartons supplied by contractor, following the instructions in section 5 of attached NLS Specification 801.
3.4.4 The contractor shall ascertain that the local post office is able to handle expeditiously the large quantities of “Free Matter” mail it will receive when magazines are shipped. Proof of shipment in the form of a Certificate of Mailing (USPS form 3606) for every shipment of every issue of magazines is required. These certifications shall be signed and date stamped by the USPS. Each shall include: 1) name of magazine, 2) date of issue, 3) dated shipped, and 4) number of copies. The receipts shall be forwarded to the COR no later than 5 days after shipment as PDFs via email. This verification shall be performed at the contractor’s expense. The date stamp on the certificate of mailing must agree with the reported ship date. Any discrepancy shall be detailed with a written explanation. If the contractor encounters any difficulties in receiving Certificates of Mailing from its local post office, it must notify NLS immediately.
3.5. Electronic Braille In addition to producing and distributing hardcopy braille, the contractor shall be responsible for producing electronic braille files in BRF format. A package suitable for uploading to Braille and Audio Reading Download Service (BARD) maintained by the National Library Service for the Blind and Print Disabled, which includes BRF and associated BOPF and MD5 files, shall be emailed to the COR as soon as the control copy is approved.
3.6. Quality Assurance Contractor shall provide a quality assurance plan that describes procedures for ensuring quality braille products, describing stages of review and plans for addressing failures in equipment or temporary short staffing.
