About this file
This file is a Questions and Answers (Q&A) document for Solicitation #030ADV25R0033, a NAVCC Security Desk Replacement project for the Library of Congress. The Q&A addresses technical specifications for a new security desk, including material requirements for surfaces (solid surface/quartz, wood veneer, high-pressure laminate), electronic system integration, and ADA compliance. Key details include a site visit scheduled for June 2, 2025, at 1:00 PM, where interested contractors must email the contracting officer by May 28, 2025, to participate.
The solicitation emphasizes a technical solution over price, with non-price factors being significantly more important than cost. Contractors are expected to submit design drawings and propose materials that coordinate with existing lobby aesthetics. The project involves replacing an existing security desk with a new "U" shaped design that integrates building systems, features transaction counters at varying heights, and meets accessibility standards. This is a new contract with no incumbent, and offerors are encouraged to refine the conceptual design while adhering to specified material and functional requirements.

| Solicitation # 030ADV25R0033 |
| NAVCC Security Desk Replacement |
| Questions and Answers - Release 1 |
| Q# | Contractor Question | Government Answer |
| 1 | in "Statement of Work" C.2.1 (f) page 6. it states Integrate |
electronic building systems functions such as lighting, window shades, controls, etc.
| We assume that the wiring for these functions is already present in the existing desk and can be transferred to the new desk without any installation of new wiring or new systems through the floor or walls. Is this correct ? Please explain. | Wiring is present. Government will disconnect from existing desk and reconnect all wiring through available pathways in new desk. | |
| 2 | in "Statement of Work" C.2.2 (a) page 6 it states Surface materials should be solid surface or equivalent |
| This specification is very vague. In approaching this job we assume we are producing a high quality, beautiful and impressive reception desk. However the Government merely stipulates "Solid Surface" which can mean anything from the cheapest laminate to resin based functional kitchen countertops with no visual appeal, for high end granite, quartz etc. with great visual appeal and which is appropriate to a modern new building representing the Library of Congress. When the Government is vague and stipulates only "solid surface" it allows unfair bidding and invites low cost substitutes and gives contractors a winning bid based on price. | Solid surface is engineered stone equivalent to manufactured quartz solid surface. Minimum requirement definition is 93% Crushed Quartz, and 7% pigment and binder which achieves MOHS hardness rating of 7. Example manufacturers are Cambria, Caesarstone, Silestone. | |
| 3 | In "Statement of Work" C.2.2 (b) Specification reads "Panel |
and vertical surfaces should be wood grain".
| Again this invites confusion and tempts contractors to produce a "wood grain" surface which could be particle board with a wood grain decal, or any low cost substitute that according to these specifications would be acceptable. Again we assume we are producing a high end visually striking main reception desk for the Library of Congress. This means high end quartz countertops and architectural grade real wood surfaces with a natural grain that is stained and finished to match existing décor of the lobby. Please give more direction or the bidding will not be fair. | High pressure laminate (HPL) or wood veneer depending on location . Wood veneer is suitable for most vertical surfaces and creates more visual appeal on guest facing surfaces. Surfaces such as toe kick and storage cabinetry faces will perform better long term with HPL or more industrial grade materials. | |
| 4 | In "Statement of Work" C.2.2 (c) Specification reads. "Transaction tops should be solid surface or equivalent. " |
There are two countertops in the design. We assume that the "Transaction" countertop is the higher countertop behind which the public stands and across which "transactions" are carried out. The lower countertop is the writing surface the guard uses when he is seated. Are these two countertops to match in materials and appearance?
| What is the height of the "Transaction" (inches) countertop and what is the height (inches) of the lower guard seated level writing countertop? | Solid surface exemplar is manufactured quartz solid surface, MOHS hardness rating of 7. In proposing this design if a combination of materials and colors/ patterns is suitable, this is up the design concept. Counter heights to be coordinated within ADA standards range. Refer to drawings. Desk worksurface, standing transaction counter, lowered ADA transaction counter reference each other in design concept. | |
| 5 | We assume that the contractor is being invited to submit design drawings and suggest materials and approaches. |
(a) However the Government has to be more clear about the basic materials which are allowed.
(b) We need to know to what degree price is the deciding factor in the award of this contract.
(c) The Government also has to provide a site visit soon. Such a visit would allow contractors to look at the décor and the wiring of the existing desk in order to replicate the functions the new desk is to have. (b) As indicated in section M of the solicitation, "The non-price factors, when combined, are significantly more important than price." The Library may pay more for a better technical solution, however the Library cannot guarantee award to the best rated technical offeror, nor the lowest priced offeror.
(c) Site visit will be coordinated by the government. All offerors to be present in single event to receive same information.
The site visit will be held on June 02, 2025 at 1:00pm. All companies that wish to attend must email the contracting officer at dleonard@loc.gov to provide a list of anticipated attendees. Further instructions will be provided to those offerors that submit a request by close of business on May 28, 2025.
| 6 | We are actively preparing our response and noticed that Attachment J-X, referenced in Section L, Content of Proposals, Item 2 - Past Performance on page 46, for submitting past performance references, is not currently included among the available solicitation documents. Could you kindly confirm whether Attachment J-X will be issued separately or if it was inadvertently omitted from the original posting? If available, we would greatly appreciate receiving the document to ensure we complete our proposal package in full compliance with submission requirements. | Offerors are not required to use any additional attachment in preparation of their past performance proposal section. The solicitation has been amended to indicate that offerors only need to identify their chosen references and include the required information for each one within a self-created document that is submitted with the other proposal sections. |
| 7 | We would like to request a site visit for the security desk replacement at NAVCC Packard Campus in Culpeper, VA | Answered above in 5. |
| 8 | We are performing independent research on the Combined Synopsis/Solicitation (030ADV25R0033). |
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
| If not brand new, could you please provide the current / previous contract number? | This is a new contract and there is not an incumbent awardee. | ||
| 9 | I intend to submit a proposal for the NAVCC Security Desk Replacement RFP, I'd like to know if the drawing of the desk in 030ADV25R0033 - Attachment J-1 - Reference DWGs.pdf , is the current desk or what you would like the desk to look like? | Reference drawings depict a conceptual design for design intent communication only. The "U" shape is preferred by operators. Offerors may choose to refine design detailing or provide alternate solutions. | |
| 10 | Solid surface: Laminate, wood, marble, quartz? | Solid surface is engineered stone equivalent to manufactured quartz solid surface. Minimum requirement definition is 93% Crushed Quartz, and 7% pigment and binder which achieves MOHS hardness rating of 7. Example manufacturers are Cambria, Caesarstone, Silestone. | |
| 11 | Do they have selected approved finishes that are to be used? | There are no preapproved finishes. Site visit informs existing building aesthetics to coordinate with. | |
| 12 | Can you provide photos of the existing reception desk that has to be removed and disposed of? | Photos may be taken by offeror at site visit. Some security equipment not affecting desk may be shielded. | |
| 13 | Can the wood grain be laminate? | Wood veneer or high pressure laminate are options. All high touch and impact surfaces need to be high performance materials. | |
| 14 | Does the ADA 34”H section needs to have a hanging surface on the approaching side. | For Parallel Approach. A portion of the counter surface that is 36 inches (915 mm) long minimum and 36 inches (915 mm) high maximum above the finish floor shall be provided. A clear floor or ground space is required in the final design for a parallel approach adjacent to the 36 inch (915 mm) minimum length of counter. Offeror can note in proposal ADA clearance in plan. | |
| 15 | What are the SFTR? | Standard Furniture Technical Requirements have been added to section J list of attachments and included with the sam.gov amendment. | |
