About this file

This is a Library of Congress solicitation (No. 030ADV25R0026) for consulting services to support a public library digital experience co-creation program. The contract is a firm-fixed-price award valued at $340,000, funded by a grant, with a base period from June 20, 2025 to June 19, 2026 and optional periods for additional services. The Library seeks a contractor to provide co-creation consultation services for two public library systems - one in northeastern Oklahoma and another in Cleveland, Ohio - to develop customized digital experiences through community engagement.

Key services include facilitating in-person and virtual co-creation sessions, identifying stakeholder needs, providing resources, measuring project impact, and collecting stakeholder feedback. The procurement will be conducted in two phases, with initial submissions focusing on corporate experience, followed by technical approach and staffing volumes for qualified offerors. Evaluation will prioritize corporate experience demonstrating community co-creation expertise, technical approach quality, and local personnel engagement. The Library intends to select the best-value proposal that can deliver high-quality services within the $340,000 budget, with non-price factors significantly more important than price.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Services for Co-Creation with Public Libraries Statement of Work C.1 Background The Library of Congress (the Library, LC) has served as America’s gateway to knowledge and creativity throughout the nation’s history. As the largest library in the world, with more than 176 million physical items and a growing digital collection, LC provides access to an unparalleled collection of books, photographs, sound recordings, motion pictures, maps and manuscripts, and experienced librarians and curators.

Under the leadership of the 14th Librarian of Congress Dr. Carla Hayden, LC has embraced a redefined and modernized mission, seeking to engage the public’s curiosity and creativity, and to encourage and enhance participation in the country’s cultural and civic life. This service to the American people requires a user-centered approach for ever-growing, ever-changing communities which in turn pushes the Library to build digital capabilities and strategically use technology to enable new and innovative approaches to meet in-person and online needs.

In 2024, LC received grant funding for a 2-year initiative to pilot a program that uses emerging technologies, Library collections, and a co-creation approach to re-imagine public engagement with local communities and historic materials. By creating unique, relevant experiences in a cooperation with 2 public library systems and their community members, LC will connect local interests and stories with the Library’s dynamic and trusted digital resources and staff, for collaborative civic engagement and positive change.

Program Goals and Activities The iterative pilot will enable the LC to:

Connect with public libraries Evaluate technologies that enhance the impact of LC digital collections on local communities Test approaches for localized product development Model co-creation as a method Clarify costs and opportunities Assess the impacts of these cooperative agreements and experiences for community members, public library staff, and the Library of Congress Through a cooperative agreement with two public library systems, LC staff will co-create a customized and transformative digital experience with each library partner, combining emerging technologies, digital library materials, and themes relevant to local communities. In the first public library agreement with a library system in northeastern Oklahoma (site one, site one library partner, site one library system), LC will build an engaging, light-weight digital experience to be made available at a partner branch site by February 2026. In the second agreement with a library system in Cleveland, OH (site two, site two library partner, site two library system), the Library will develop a more technically ambitious digital experience, to include custom fabrication, to be made available at a branch site by December 2026. Relationship-building between the Library of Congress and public library partners will begin in advance of the period of performance for this contract. Contractors will join work underway to deepen trust, support cooperative alignment, build community relationships and add co-creation expertise through the deliverables described below.

The LC will bring lessons learned from these projects to inform the broader LC digital experience. Staff will support the integration of select features, technologies and approaches that resonated with local communities into existing LC digital presentations, processes, software, and services. Program staff will evaluate the pilot and develop recommendations for LC leadership and funders regarding a scaled implementation.

C.2 Scope The work to be performed under this contract is to support the Library of Congress’ agreements with a library system in northeastern Oklahoma, and a library system in Cleveland, Ohio and their community members over the period of performance. The contractor shall consult Library of Congress program staff on opportunities to include co-creation methods in the project plan, recommend resources to support the public library partner(s), assist in the facilitation of virtual and on-site co-creation sessions with public library and community stakeholders towards the design and development of digital experience(s), and collect and synthesize feedback from community stakeholders.

Travel is included in the firm-fixed price for this contract. See C.5 for more information related to travel.

The Contractor’s deliverable pricing for this contract may include compensation for any community members participating in co-creation activities, such as attending virtual and in-person focus group sessions and completing surveys. The terms for compensation are at the discretion of the Contractor and could take a variety of forms, such as gift cards and cash, with a ceiling of $100 per hour. The contractor will provide equitable compensation between contributors performing similar activities. Compensation must be consistent with the contributor activity’s level of effort.

All other activities related to this initiative, including program management, design, development and fabrication of the digital experiences, and strategic integration and evaluation, will be managed by the LC program team or procured through future solicitations.

C.3 Performance Requirements In service of pilot program goals, the Contractor will provide the following consulting services related to public library/community co-creation strategies and support. These services will be delivered according to the specifications outlined in this statement of work, and any additional documents referenced herein.
