SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
NAVCC - ERAL Audio Converters
C.1. OVERVIEW / BACKGROUND
The Library of Congress (Library) Audio Lab requires contract support to acquire 25 Merging Technologies HAPI MKIII analog to digital/digital to analog audio converters to replace the units that are in all 12 audio rooms at the National Audiovisual Conservation Center (NAVCC) and 3 spares. Although the existing installed units were robust and high-quality, they are approximately 20 years old and nearing end-of-life. A few units have failed, and repairs are expensive due to the age of the model, which is no longer in production. Analog converters are a critical component in the signal chain of preservation studios.
The Merging Technology HAPI MKIII converter supports AES 67/audio over IP over the Ravenna network, is critical to the infrastructure of the lab for resource sharing and access to the DAW production network. The converters support high resolution PCM encoding, up to 384 kHz, and DSD (direct stream digital) encoding. This flexibility is required to meet the needs of the lab, where certain recordings such as studio masters are digitized at very high sampling rates, which are not supported by other converter brands.
C.2. SCOPE
The contractor shall supply 25 brand new Merging HAPI mkiii converters populated with AD and DA cards as indicated.
C.3. REQUIREMENTS
C.3.1 The contractor shall supply 25 brand new Merging Technologies Hapi mkiii base units. The base unit is 1U rack mountable and features: eight (8) channels of AES EBU I/O over DB-25, eight (8) channels of ADAT I/O or two (2) channels of SPDIF I/O and wordclock I/O and two (2) RJ-45 network ports. The unit has two (2) slots for optional I/O expansion.
Prior to shipping to the Library, the contractor shall populate them as follows:
Install the following option card in slot 1 of each of 25 base units: Merging Technologies ADO8V3P (premium 8 channel AD card - DXD/DSD).
Install the following option card in slot 2 of each of 25 base units: Merging Technologies DA8V3P (premium 8 channel DA card - DXD/DSD).
C.3.2 The contractor shall warranty the items for a minimum of (2) two-years, from the date of acceptance of all of the items, for parts and workmanship, at no additional cost.
C.4. QUALITY AND ACCEPTANCE- The Library will test the quality of each deliverable. If the COR determines that the contractor-provided equipment does not perform at optimal levels, the contractor shall replace the equipment at no charge to the Library. The contractor shall be responsible for all shipping costs to return the suboptimal equipment to the contractor and to deliver new equipment to the Library.
C.5. SHIPPING COSTS
030ADV25Q0201 Section C
