030ADV25Q0085: Questions & Answers
Q1: What does “signed SF1449” mean and where can I find this?
A1: The SF1449 is the document titled “BPA RFQ 030ADV25Q0085”. On the first page of this document, you will need to fill out box 17a to include the company name, address, website (if applicable), SAM UEI and point of contact name, email and phone number. Sign and date in box 30a-c.
Q2: Section C references Section J for individual SOW. Section J references CLIN 0001. Do we simply list these offerings under Section B Item number 001? Do we enter a new item number for each product?
A2: Each CLIN has a SOW, as listed in Section J. When you submit your narrative, please tell me which CLIN(s) you are responding to. You can include the product/price list in whatever way is easiest: a separate PDF or excel spreadsheet, it can be a link to your online catalog with pricing, it can be a pdf/word version of your catalog, etc. We anticipate this list being inclusive of whatever product information we need to place orders.
Q3: Do we include our current offerings in this list?
A3: You may submit all products you have available that fit the requirements listed.
Q4: What is a SAM UEI? Where do I find this?
A4: SAM UEI stands for System for Award Management Unique Entity ID.
SAM.gov is the official website where all contract opportunities are posted for the U.S. Government.
Once your company is registered to do business with the federal government you can view (and respond to) all contract opportunities for all government agencies on SAM.gov.
Q5: How do I register for a SAM.gov UEI?
A5: Go to SAM.gov (https://sam.gov) On the front page, right hand side, you will see “Register Your Entity or Get a Unique Entity ID” you can click here to Get Started.
There is a YouTube video directly below that box with a walk-through of how to register, along with other FAQs.
SAM registration is free and must be renewed annually, but you will only need to register once. Your company’s SAM UEI can be used for any/all opportunities you apply for.
Q6: My company is already receiving orders directly from the retail shop, do I need to respond to this request for quote?
A6: Direct orders will no longer be issued. If you want to continue doing business with the LOC retail shop, you will need to be an award holder, which means you must submit the information requested to this request. We are issuing multiple awards, so a variety of vendors will be selected, but you must respond to be considered for future orders.
Q7: In regard to the Retail Merchandise, are you expecting a price list of products and preliminary designs to review for this requirement?
A7: Yes, please include products and pricing you have available.
Q8: My company is interested in supplying items to the LOC, what information do I need to submit?
A8: The necessary items are listed in L.2.4. Proposal Requirements https://sam.gov/
March 3, 2025
Q9: Should we submit a current price list of all products purchased by the Library of Congress?
A9: We are requesting a product/price list for all items available for us to purchase from your company.
Q10: Do you require us to provide you with any additional information to facilitate our participation in the Contract Process?
A10: Everything we require to be submitted with your response is listed at L.2. 4 Proposal Requirements. If needed, please see other questions/answers for specific documentation explanations.
Q11: How do we respond/send our information to be considered?
A11: Please refer to Section L for the specific details, however the top-level answer is: send the required information/documents to Abby Schultz, via email, with the subject line “RFQ Response for 030ADV25Q0085”
Q12: Do we have to quote on all CLINs or are we able to submit a response for one CLIN?
A12: Offerors may quote on one, several, or all contract line items. Offerors must specify which CLINs they are quoting for and submit a technical, past performance and pricing volume for each CLIN being quoted as listed in L.2.4.
Q13: Can we include item photos for reference?
A13: Yes, we anticipate receiving a product catalog to show the items available for purchase, as well as pricing and order information.
Q14: Do you have a developer who is able to integrate our Shopify ordering page into your site or do you need us to handle that?
A14: We are purchasing items from your company, to be resold in the LOC retail shop; we are not able to link our site to any outside sites. The online retail shop is run from within the LOC.
Q15: Who collects the money and how do we both get paid?
A15: We will order items from your company, you provide an invoice for those items and we will pay via government purchase card (credit card) or via an invoice. Specific invoice/payment instructions will be detailed in each order.
Q16: Do all products need to be 100 percent made-in-USA including blank material, all components of the product and packaging?
A16: Pursuant to FAR 52.225-1, the Buy American Act does not apply to orders under $10,000 and The Library does not anticipate individual orders exceeding this threshold.
Q17: My company is not currently registered with a SAM UEI, are we still able to submit a response?
Q17: You must be registered with a SAM UEI to be eligible for awards. However, we understand the timing of the registration process, for new applicants, is out of your control so you may submit proof you have begun the registration process. Section M5 of the BPA RFQ document explains how we intend to on-ramp future awardees.
