About this file
This document is a set of Responses to Offeror Questions related to Solicitation 030ADV24R0054 for a Media Asset Management (MAM) System for the Library of Congress (Library).
The key details are:
- The Library is seeking a centralized MAM solution to integrate with its existing hardware storage systems and replace the current manual process for managing digital media assets across multiple departments.
- The MAM system must support integration with ServiceNow, Adobe Creative Suite applications, and event scheduling systems, and be compatible with the Library's Quantum StorNext Xcellis storage, local SANs, Adobe applications, and Telestream Vantage software.
- The Library requires an on-premises MAM system that can handle large data volumes and a high number of concurrent users, and meet revised Section 508 Standards and WCAG 2.1 A or AA standards.
- The original proposal due date of 7/15/2024 has been extended to 7/24/2024. The Library will not provide the budget amount or further extend the due date.

Media Asset Management System – Responses to Offeror Questions
Q# Offeror Question Library Answer
1 ServiceNow Integration:
Q 1. Could you provide more detailed information on the specific metadata fields and tables within ServiceNow that we will need to integrate with the MAM system?
Q 2. Are there any existing APIs or specific API endpoints we should be aware of for pulling descriptive metadata from ServiceNow?
A 1. See revised solicitation section C.3.7.
A 2. No.
2 Adobe Software Integration:
Q 1. We understand that integration with
Adobe Creative Suite applications is required. Could you provide more specifics on the expected workflows between the MAM system and Adobe applications such as After Effects, Lightroom Classic, Photoshop, and
Premiere?
Q 2. Are there any specific plugins or
APIs that are currently being used for such integrations, or any preferred methods for achieving this?
A 1. See amended solicitation section C.3.6
A 2. No
3 Event Scheduling System
Compatibility:
How frequently would metadata updates occur?
See amended solicitation section C.3.7.
4 Data Size:
Can you provide us with a breakdown of the size and quantity of the media files for each group.
See amended solicitation section C.3.9
5 POP, Maintenance and Support:
Does the Library require the contractor to remain onsite for the duration of the
POP?
See section C.3.14 of solicitation.
6 Hardware and Software
Specifications:
To tailor the proposed MAM system to seamlessly integrate with the Library’s existing infrastructure could you please provide more specific details on the models and versions of the existing
Quantum StorNext Xcellis storage arrays, local SANs, Adobe Creative
Suite applications, and Telestream
Vantage software?
See amended solicitation sections C.3.11 and C.3.12
7 Network Infrastructure Details:
The solicitation mentions requirements for ACI network model and IPv6 support if the system is installed on-premise.
Could you please provide more details on your current network infrastructure, including the specific Cisco (or compatible) devices used, network topology, and any existing security measures in place? This will help to ensure that the proposed MAM system aligns with the Library’s network environment and security protocols.
See amended solicitation section C.3.22.
8 Budgetary Considerations:
Is there a general idea of the available budget for this project?
The Library is not sharing any information regarding budget.
9 Timeline Flexibility:
Is there any flexibility in this timeline, or are these dates firm deadlines?
Offerors may propose an alternate timeline with justification and reasoning in their Technical
Approach (See Section L of the solicitation).
10 Sony’s MAM system is called
NavigatorX and uses PostgreSQL for the
DB. Is Postgres an approved product by the Library? If not, will it be approved?
Please see Section C.3.22 of the Solicitation for the list of approved Database platforms that have been approved by the office of the Chief Information
Officer.
11 There are several items listed below that may not be supported or 100% compliant with NavigatorX under a proposed MAM System. Will offers be considered if these requested items not supported?
a. No integration or Direct import from Lightroom Classic and Photoshop.
b. No Version Control
c. Event Scheduling System
Compatibility
d. Revised Section 508
Standards and WCAG 2.1 A or AA standards
The proposed solution must meet the requirements stated in of Section C of the Solicitation.
12 Is LOC set on a perpetual pricing model?
Most MAM (really most software) vendors have moved to subscription-only and/or SaaS pricing.
Payment will be made as described in Section F.1 –
Schedule of Deliverables and Section G LC52.232-2
Schedule of Payments.
13 Is a cloud-based MAM acceptable? No. We do not believe a cloud-based MAM system will be able to provide enough throughput for our needs.
14 What’s the number of concurrent users of the MAM system?
See amended solicitation section C.3.10.
15 Please explain what the different storage systems mentioned in sections C.3.12 and C.3.22 are used for. What are the integration and use-case differences?
For C.3.12, each MAM system stakeholder will access their content, either from a Quantum storage environment, or network file share – using the protocols listed.
16 Q 1. Does the MAM solution need to connect to the facility network storage?
Q 2. Can all the storage platforms be mounted via SMB?
A 1. See section C.3.12 of the solicitation.
A 2. Yes.
17 Please explain the workflow process
(e.g. use-cases, user-experiences)
See amended solicitation section C.3.1.
18 Is there an existing MAM that LOC is using? If so, which one, and what are reasons to move off the existing MAM?
No, currently it’s a manual process.
19 Will data migration be necessary, including metadata?
Yes, we’ll want to migrate all the existing files into the MAM system See amended solicitation section
C.3.9.
20 Please provide more information on the
Sony cameras (e.g. required formats)
MXF (XAVC), MP4 (H.264 / H.265) See amended solicitation section C.31.
21 Regarding the statement that the solution must meet or exceed revised Section 508
Standards and WCAG 2.1 A or AA standards, please confirm which standards are applicable?
See section C.3.16 of the solicitation.
22 Regarding Section C.3.1, where we have the requirement to “place files in multiple folders without creating duplicate media”, is the reference to files referring to CatDV clip records?
See amended solicitation section C.3.1.
23 Can you please extend the due date until
3 weeks after the answers to these questions are provided?
No. The Library will only extend the due date from
12:00 PM EST on 7/15/2024 to 12:00 PM EST on
