Sheet1
| Question # | Reference | Question | Library Response |
| 1 | L.2 Technical Instructions | he RFP implies that an offeror must be on the Microsoft Cloud Services Government LSP list or be teamed with an authorized LSP. There are only seven Approved LSPs on the website. Can an offeror listed as an Approved Direct CSP and Approved AOS-G Partner who can provide all required services submit a proposal without needing to partner with one of the Approved LSPs? Please amend the RFP to clarify that being an Approved Provider on the other lists meets this requirement. | Offeror must be partnered with or in a teaming relationship/arrangement with LSPs, as specified in the J&A. |
| 2 | M | In reference to the pricing sheet, can you please share the definition of Market Rate? Is this the same as the list price? If not, can you please provide the definition of Market Rate? | List price same as the Enterprise Retail Pricing (ERP). |
| 3 | C.3; Attachment J1 | Does the Library intend on consolidating unused licenses and removing/replacing legacy licenses as part of this engagement? | The Library intends to consolidate licensing from our current EA into the new EA established under this award. The timeline for that will depend in current contract expirations and funding. |
| 4 | C.3; Attachment J1 | Are legacy services currently licensed, such as Azure DevOps Server and SfB Server, in production today? | I am not aware of any other legacy services that relates to this contract. |
| 5 | C.3; Attachment J1 | Does the Library intend on migrating legacy services to their M365 SaaS counterparts such as Azure DevOps and Teams? | The Library currently has M365, including teams deployed under a current EA in M365 SaaS and they are not legacy services. |
| 6 | C.3; Attachment J1 | Does the Library need assistance in the reconfiguration of workstations with legacy Microsoft Office Licensing to utilize M365 Office products? | No |
| 7 | SF1449 | To allow offerors time to produce fully compliant proposals, please extend the due date until ten working days after the release of answers to these questions. | Extended. See amendment (posted 13 February) |
| 8 | L.2 Technical Instructions | This is opportuntity seems to be restrictive to competition per the LSP requirement. It is no requirment for a contracting vehicle or GSA which would oppose the premise of BIC for fair pricing. This could lead to a protest. WIll this requirment be lifted per the RFP? based on anti-competition for othe qualified partners on various BIC vehicles. | BIC is believed to mean, “Best-in-Class” and may refer to OMB Memo M-19-13 (March 20, 2019). Note that this Memo, and OMB authority generally, apply only to Executive Agencies or Departments. The Library of Congress is a Legislative Branch agency, and thus not subject to this mandate. |
Furthermore, priority sourcing IAW FAR 8.002 has limited applicability when market research deems other sourcing appropriate.
The Library requires that the successful contractor be an LSP or a LSP partnered/teamed entity in order to meet its needs, and properly justified this restriction. Market research has affirmed that solicitation via SAM is appropriate.
9 I just reviewed the Solicitation and I didn't see anything about Subcontracting. Can you tell me if this Solicitation will allow me as the prime to sub the work? If inability to maintain "A single Enterprise Enrollment at the organization level with the ability to provision individual subscription accounts under the Enterprise Enrollment." and provide "The contractor shall provide a single Enterprise Agreement at the organization level with the ability to add and remove subscription as business requirements adapt." and "The contractor shall support the Library in the consolidation of existing Enterprise Agreements into a single Enterprise Agreement for the term of this contract.", among other requirements as specified in the SOW and the J&A, then the arrangement may not be supported.
| 10 | Do you purchase your Microsoft under a larger contract or do you manage your own agreement for your particular agency? | We purchase under a contract that we competitively awarded and work with that vendor to manage our EA. |
| 11 | When was the last time you reviewed your purchase history of Microsoft licenses? | last year |
| 12 | Are you using hyperthreading? | No |
| 13 | Are you using any Microsoft subscription products? | Yes |
| 14 | Are you now or planning to use hosted services such as Azure? | Yes |
| 15 | Do you normally perform an audit before the next agreement is renewed? | Yes |
