SECTION M - EVALUATION FACTORS FOR AWARD
M.1 LC52.215-2 EVALUATION - BEST VALUE TRADE-OFF (FEB 2020)
M.1.1 Competition Type
The Library will evaluate offers as described below:
The Library will award the contract(s) resulting from this solicitation to the responsible offeror(s) that provides the best value to the Library. The Library intends to evaluate the proposal and award the contract in accordance with FAR Part 13, utilizing simplified acquisition procedures. The Library reserves the right to enter into clarification/communication sessions with some, none, or all potential awardees based upon the discretion of the Library and the information contained in the offers. The Library also reserves the right to award without communications. Therefore, offeror’s initial proposal shall contain offeror’s best terms. Competitive ranges will not necessarily be established.
M.1.2 Evaluation Factors
Best value will be determined through a Best-Value Tradeoff (BVTO) approach based on the following evaluation factors:
1. Technical Approach
2. Past Performance
3. Price
The non-price factors are of relatively equal importance. When combined, the non-price factors are relatively equal to price. As evaluations approach parity, price may become more important.
Volume I. Technical Approach
The Library will evaluate the offeror’s Technical Approach to assess the offerors understanding of the work and feasibility of completing the requirements in Section C. The Library will evaluate the offerors proposed plans for scheduling and performing maintenance and repairs, sourcing parts, and monitoring performance. The offeror’s routine parts list will be evaluated to ensure all parts are manufacturer-specific and will meet the requirements of annual maintenance. The Library will also evaluate Key Personnel resumes and certifications to ensure that personnel meet the minimum requisite experience and skills identified in Section C.
Volume II. Past Performance
The Library will evaluate the past performance information submitted to assess the level of risk of an offeror’s ability to successfully perform the requirements. The Library will also evaluate the information to determine recency and relevancy to the requirement. Additionally, the Library may review records contained in the Contractor Performance
030ADV24Q0113 0001 Section M
Assessment Reporting System (CPARS) to assess the likelihood that the offeror can successfully perform the required work.
The Library reserves the right to contact and use information provided by any other sources, including direct knowledge of the Contractor. The offeror will be evaluated neither favorably nor unfavorably on past performance if no relevant information on past performance is obtained by the Library. The Library does not assume the responsibility of correcting or investigating misinformation. If the information cannot be determined, or contains discrepancies or is too vague, then it might not be evaluated. Any errors or ambiguities discovered may result in the reference not being utilized or a greater risk evaluation.
Volume III. Price
The Library will add the total price for each year in Attachment J1 – Sample Task Order to establish the total evaluated price for the life of the contract. The Sample Task Order is solely for the purposes of establishing the estimated total value of the contract for evaluations. The Sample Task Order does not guarantee future task orders or purchases under this contract.
The Library will also assess the fairness and reasonableness of the proposed unit rates of Section B.3.2. to determine the extent to which the offeror understands the requirement.
The Library will analyze the proposed prices in accordance with FAR 13.106-3 to determine reasonableness.
M.1.3. SAM Registration
To receive an award from the Library of Congress, your business must be registered in the System for Award Management (SAM). If your business is not registered in SAM at the time of proposal submission per FAR 4.1102(a), your business might not be eligible to receive a contract from the Library, unless other methods can be employed to determine responsibility. Regardless, your business needs to be registered in SAM by the time of the award.
Registration can be done here: https://sam.gov/content/home. SAM registration is free. If you require assistance with registering or renewing your business in SAM, you can obtain assistance at the Federal Service Desk, located here:
