Solicitation #030ADV23R0038 NLS Commercial Conversion
Subject: Question and Answer
Question 1: Is this a new contract? If not, who holds the most recent award and what was the amount?
Answer 1: The Library has previously competed and awarded a contract for this requirement.
The previous competition is available on SAM via this link:
https://sam.gov/opp/573d94ad302492528c5a23f09c6ca656/view.
The previous award is available on SAM via this link:

Question 2: Is there clarity on the number of books that will be expected to be serviced in a month, quarter or year?
Answer 2: Production can range depending on what commercial books are available and selected by librarians to produce. Currently producers are assigned 50 books per week or 200 books per month. This may be subject to increase or decrease but this is the current baseline.
Question 3: Is there ability to confer with the end-user for clarity on the 50 -100,0000 range (i.e. should the engineer accommodate for a potential 192 books weekly workload)?
Answer 3: See answer above for more context. Additionally, 100,000 is projection for entire life of the IDIQ, however, depending on how many IDIQ holders receive an award, one single producer would not receive this many books to be produced a week.
Question 4: Is there a budget for the award amount?
Answer 4: This is a FAR Part 15 competition which means that the contract value is anticipated to be at or above the Simplified Acquisition Threshold of $250,000.00.
Question 5: Will non-governmental agencies be considered for past performance references?
Answer 5: Past performances references may come from the offerors public or private sector customers.

Question 6: For any non-English titles, will NLS provide an announcement template in that language?
Answer 6: NLS will not provide an announcement template for any non-English title unless the announcements will be produced in the English language. This can happen if no bids are proposed for a specific foreign language and NLS decides to produce the foreign language title, the announcements will be produced in English (please see note under Foreign language in Section B.3.2).
Question 7: For any non-English titles, will NLS provide a digital print copy of the book in the language?
Answer 7: No. We will only provide the commercial audio for the book.
Question 8: Regarding Section C.4.1 and C.4.2 of NLS/BPH Specification 1208:2014. What types of production tools are expected to meet these testing and inspection requirements to ensure DTB production meets NLS specifications? For example, does the HindenburgABC program typically produce DTBs that meet these specifications?
Answer 8: We cannot direct you on the tools to use. We can only direct you on the output that is expected that meet the specs. You are responsible as the offeror and or contractor to research what’s available for production for this type of work. However, there may be producers currently using Hindenburg to produce for NLS currently.
