Sheet1
| Number | Question | Answer |
Is the Visitor Experience Master Plan available for review prior to submitting a proposal for this project? | The VEMP Master Plan as well as other sensitive documents that will inform this exercise will be delivered to the contractor at the kick-off meeting.
Is the Visitor Experience Master Plan available for review prior to submitting a proposal for this project? | Please see the answer to question 1.
The RFP specifies a minimum of 85 interviews. Can these interviews take place as a mixture of individual and small group interviews, or will each interview take place individually? | They can take place in a group or as individuals, but the final results must track individual preference and not the consensus of a group.
Is there an intended opening date for the renovations? | No, the ROM budget should include an annual escalation percentage factor to be used for planning.
Does the team need to include a historic site preservation specialist, or will that be excluded from the work and overseen by the Library of Congress? | The final solution must adhere to the AOC preservation guidelines. The contractor is required to employ experts who can interpret that guidance and apply it. The Library will not require additional preservation guidance to be written.
When will the RFP/contract be awarded? | The Library anticipates awarding the contract in the fourth quarter of Fiscal Year 2021 (July-Sept).
What is the budget allocated to each deliverable? | The Library will not be releasing budget/estimate information for this procurement. The vendor should propose their best prices for these deliverables.
What are the hybrid spaces in the building / of the brand (physical/digital, remote/on-site, etc)? | The Library maintains its own website and has a YouTube channel where it shares content with the public. The Library also partners with other venues such as the Kennedy Center.
How might we consider the digital space as an extension to the physical building? | The Library seeks to maximize its reach to the American public by all means possible.
Can you please confirm whether the selected offeror, or any of its sub-consultants, would be prohibited from being considered for future work coming out of the study? | The contract is not setting specifications or requirements for the execution of future work but does involve the creation of a ROM for the design and construction budget and schedule. The exact nature of the approach to any possible future procurements and how this information will be used will be determined at a later date. It is not the intention of the Library to require the exclusion of the awardee from any future competitions. As with all Government procurements at the time of that procurement the contracting agency will determine the acquisition approach including whether any organizational conflicts of interest exist that cannot be mitigated. Vendors potentially interested in competing for future work should consider actions such as subcontracting, establishing firewalls, or any other methods that may help mitigate any possible concerns. LC 52.209-1 Conflicts of Interest is being added to this solicitation.
Would performance of this contract preclude the architect, acoustic and AV specialists, or any other team member from being considered for future design work based on this study? | See the answer to question #10.
Would it be the LOCs desire to have this response primed by a 3rd party project management/owners advisory group, or, by a AE, that would carry a PM/Cost Estimator as part of their team? | Either approach is fine, as long as the AE firm has the PM skills in house.
