Section C Descriptions and Specifications
C.1 Background
NLS provides reading materials in audio and braille formats to U.S. residents and U.S. citizens living abroad who are unable to use conventional print materials because of visual and physical limitations. NLS has over 170,000 audio and braille titles in its collection and adds over 5,000 titles annually.
NLS provides a collection of reading material in braille and audio format available to residents of the United States and American cit-izens living abroad who cannot hold, handle or read standard print material because of a temporary or permanent visual or physical limitation.
NLS contracted for the following quantities of narrated and mastered books in fiscal year 2019. These numbers are provided for his-torical context only.
Document Number: 030ADV20R0071 Page 7 of 39
• 1152 English books
• 84 Spanish books
• 0 "Priority" books
• 0 "Rush" books
The average completed NLS book was approximately 700 minutes. Less than 1% of books assigned were considered complex.
C.2 Product Categories
C.2.1 Performance Area 1 - Standard
C.2.1.1 Product Category 1 - English DTB
Narration and Digital Talking Book (DTB) creation from the source material in the English language. This can include either a single title or multiple titles per DTB.
C.2.1.2 Product Category 2 - Spanish DTB
Narration and DTB creation from the source material in the Spanish language. This can include either a single title or multiple titles per DTB.
C.2.2 Performance Area 2 - Complex
Complex titles feature characteristics such as nonlinear text and/or the presence of obscure or multiple languages and/or content re-quiring extensive research prior to narration. Complex titles previously assigned by NLS include Dungeons and Dragons reference guides and manuals that contained significant non-linear text/formatting and required significant research. NLS anticipates that less than 3% of all titles assigned per contract ordering period will be complex.
C.2.2.1 Product Category 1 - Complex English DTB
Narration and DTB creation from complex source material in the English language. This can include either a single title or multiple titles per DTB.
C.2.2.2 Product Category 2 - Complex Spanish DTB
Narration and DTB creation from complex source material in the Spanish language. This can include either a single title or multiple titles per DTB.
C.3 Scope
The contractor shall provide narration, mastering, and constructing of Digital Talking Books in English and Spanish from standard or complex source material.
C.4 Requirements
The contractor shall provide a DTB consisting of a set of audio and metadata files in compliance with ANSI/NISO Standard Z39.86 – 2002 and NLS Specifications #1201, #1202, #1203, #1205, and #1206. A list of specifications and supplemental guidelines are provided in Section J. All NLS Specifications and guideline documents can also be found at ht-tps://www.loc.gov/nls/about/organization/standards-guidelines/contract-specifications/. (See Attachment J-7 for a list of DTB Defini-tions).
Periodically NLS may update the specifications. The contractor may receive additional communication with interpretive guidance. If, in the opinion of the contracting officer, such a change is substantive a contract modification will be made.
Note: References to duplication found in specifications #1202, #1203, #1205 and #1206 do not apply to this contract.
C.5 Specifications
C.5.1 Specification 1201 - Narration
The contractor shall narrate the source material specified in the Production Authorization Record (PAR) in compliance with NLS Spe-cification 1201. See paragraph C.7.2 for additional information on the PAR.
The contractor shall only use narrators who have been reviewed and approved for narration by NLS in accordance with specification 1201.
Document Number: 030ADV20R0071 Page 8 of 39
The contractor shall make narrator casting decisions at their own discretion unless a special instruction requires the use of a specific contractor or narrator (for example, to maintain consistency across a series). In the event that it is not possible to use a specific narrat-or, the contractor shall request instructions from the Contracting Officer Representative (COR) before proceeding.
NLS reserves the right to revoke the approval of a narrator at any time, without cause or notice. Should the narrator's approval be re-voked, the producer will no longer be authorized to use that narrator on future assignments. The contractor will still be responsible for performance.
C.5.1.2 Specification 1202 - Digital Talking Book Mastering
The contractor shall master the narrated source material specified in the PAR in compliance with NLS Specification 1202 .
C.5.1.3 Specification 1203 - Construction of Digital Talking Books

C.5.1.3.1 Navigation
Contractors will refer to guideline document QA201801 for applying navigational markers. The contractor shall determine the appro-priate level of navigational markup according to the guidelines. Navigation schemes judged by the Quality Assurance Section (QAS) of NLS to be inconsistent with the guidelines will result in a rejection. Any questions about the specific navigational requirements for a particular book should be directed to the COR in writing.
C.5.1.4 Specification 1205 - Protected Digital Talking Books
The contractor shall generate an encrypted version of the mastered DTB in compliance with NLS Specification 1205.
C.5.1.5 Specification 1206 - Uploading Digital Talking Books and Magazines
The contractor shall assemble and upload the complete DTB package in compliance with NLS Specification 1206. The complete DTB package consists of an un-encrypted DTB, encrypted DTB, the primary audio files, and a checksum file.
Following upload to the designated NLS server, a complete DTB package will be considered submitted for acceptance when it has been checked in, and source material has been received by NLS, whichever is later. (See section 6.2 Reporting.)
C.5.2 Warranty
The contractor shall be responsible for correcting DTB packages that are discovered, after acceptance, to be non-conforming to the specifications or conditions referenced in the contract for a two (2) year warranty period. The warranty period shall extend to the last day of the twenty-fourth month from the date the DTB package was most recently accepted.
C.5.3 Submission to NLS
After uploading the complete DTB package, the contractor shall submit an annotated copy of the NLS-provided source material to the NLS QAS by a shipping method other than the United States Postal Service (USPS) in order to comply with NLS security require-ments. This copy shall contain approximate time markings for each chapter as well as markings to indicate the beginning and end of each file. For standard books, the contractor shall submit this copy within 48 hours of check in. For rush books, this copy shall be submitted within 24 hours of check in. The contractor is responsible for all shipping cost.
C.5.4 Retention of Government Property
C.5.4.1 DTB Package and Master Recordings
The complete DTB package and the master audio files are the property of the Library of Congress. During the warranty period, the contractor shall securely store the DTB package and master audio files and ensure that such material is not used for any purpose other than contract fulfillment. The contractor shall bear all associated storage and maintenance costs. At the end of the warranty period, the contractor shall return all such material to NLS, at contractor's expense, or, at NLS's election, contractor shall securely dispose of such material.
C.5.4.2 Copyright Restriction
The contractor shall not retain any copyrights in work produced or provided under this Contract. The contractor hereby transfers and
Document Number: 030ADV20R0071 Page 9 of 39 assigns to the U.S. Government the copyrights and related rights in all data produced and/or provided under this contract as stated in LC52.227-1. If a subcontractor refuses to accept terms affording the Government those rights, the contractor shall promptly notify the Contracting Officer of the refusal and shall not proceed with the subcontract award without authorization in writing from the Contract-ing Officer.
C.5.4.3 Source Material
Source material may consist of NLS-provided content including but not limited to formats such as print, pdf, electronic publication, etc. used in narration for the purpose of converting text to audio. All source material is property of the Library of Congress.
During the warranty period, the contractor shall securely store all source material and ensure that it is not used for any purpose other than contract fulfillment. The contractor shall bear all associated storage and maintenance costs. At the end of the warranty period, the contractor shall return all remaining source material to NLS, at contractor's expense, or, at NLS's election, contractor shall securely dispose of such material.
C.6 Production Time Standards
The Estimated Production Time table (ESTPT), shall be used by the COR to determine the due date for each complete submission package.
Recorded Books Estimated Production Time (ESTPT) Table
The following delivery schedule is based on the book’s estimated number of minutes, urgency, and difficulty factor. The contractor shall make a request in writing to the COR, should more time be required. The Contracting Officer Representative (COR) may ap-prove or disapprove the request.

Normal (N) = Standard English or Spanish narration Difficult (D) = Standard English or Spanish narration with extensive formatting Very Difficult (VD) = Difficult narration
NLS determines the difficulty factors in performance area 1 and complexity in performance area 2 by the amount of research required to prepare for narration of the source material. Major indicators of these differences can be frequency of non-linear text and/or foreign language or other language that requires research.
Some characteristics of the three types of titles in performance area one:
• "Normal" narration might require little research and be a straightforward read.
• "Difficult" narration might contain linear text but require some additional research for language present.
• "Very Difficult" narration might contain non-linear text and/or language that requires research. (Very Difficult titles previ-ously assigned by NLS include cookbooks that contain non-linear text as lists, charts, or graphs).
All complex titles will use the "Very Difficult" estimated production timeline.
C.6.1 Receipt and Acceptance
Each complete submission package must be received by the due date indicated on the PAR. NLS will review complete DTB packages as they are received. NLS will post the results of the review to the Producer Data Exchange (PDE). Acceptance is defined as NLS ap-proval of the complete DTB package. A book shall be invoiced only after acceptance.
NLS intends to review and accept or reject the complete submission package (deliverable) within 21 days. Results of the review will be made available to the contractor through the PDE. If a complete submission package has not been reviewed within 21 days please contact the COR.
C.6.2 Reporting
Using the PDE, the contractor shall report the following information within two business days of the corresponding activity:
• Narration(s) (when assigned)
• Actual Start Date (date narration began)
• Upload Directory Name
• Total Minutes of narration (rounded to the nearest minute)
Contractors shall ensure that the information entered into the PDE is accurate and, where applicable, matches the information entered into the open package file (OPF). If an error is suspected in the PDE, the contractor shall contact the COR. Failure to do so may res-ult in a rejection, delaying completion.
The information reported through the PDE and the format for reporting this information is subject to change by NLS; however, con-tractors will be notified of any changes prior to their implementation.
C.6.3 Quality Standards The contractor is required to perform quality control inspections of all work performed as required by the attached specifications. The results of inspections conducted shall be documented, retained by the contractor, and provided to NLS upon request.
C.7 Government Furnished Materials
C.7.1 Print Copies, OPF, and Access to the PDE
NLS will provide the contractor with two print copies or an electronic version of the source material for each title assigned, along with available bibliographic information (metadata) required for the package file (OPF). NLS will also provide the contractor access to a PDE website.
C.7.2 Production Authorization Record (PAR) For each book assigned, NLS will provide an electronic PAR, to be retrieved by the contractor via the PDE. This record provides de-tailed information and instruction specific to the individual book. The contractor shall use the information as provided in the PAR where applicable in the narration and markup of the book. If, in the opinion of the contractor, the PAR requires revision, the contractor shall submit proposed changes in writing to the COR for approval. Approved changes to the PAR will be incorporated into the PAR
Document Number: 030ADV20R0071 Page 11 of 39 by NLS and be communicated to the contractor in writing. Rejection of proposed changes will be made in writing. The contractor is responsible for the accuracy of the PAR and must report any inaccuracies they find to their COR. Any errors found in the final product delivered to NLS will lead to a rejection.
C.7.3 DTB Production Tools NLS provides software in an “as is” condition for encryption and validation of DTBs. Contractors may use these and other tools that may be provided by NLS at their discretion. The validators, in particular, are the same validators that NLS uses to confirm the validity of the submitted DTB package. Use, non-use or failure of these tools does not negate contractor responsibility to conform to the re-quirements or specifications of this contract.
C.8 Security Information All contractor personnel who access Library information technology systems (such as the PDE) must have passed or be able to pass a US federal government check as described in LC52.204-4 within three months. Library information technology systems may also re-quire multi-factor authentication.
C.9 Site Inspection
NLS reserves the right to conduct a pre-award survey of offerors production site(s), facilities, product samples, and equipment. NLS will use the inspection to verify representations made in the proposal and to identify potential problems not identified in the proposal.
NLS reserves the right to observe production at offerors premises at any time during the period of performance of any contract result-ing from a proposal in response to this solicitation.
