Responses to Questions, Solicitation 030ADV20Q0103 (picture)
1. Question:
Page 11, Section I, Contract Clauses:
Regarding “Fill-Ins”: Is this a section you need us to fill out? And if so, what are we supposed to add here?
1. Response:
At the top of Sections I and L there are charts with several clauses listed, and the final column in the chart is titled “Fill-ins.” You do not need to put anything there. This section represents commercial clauses that may require to be filled in by the Contracting Officer. Offerors do not need to complete this section.
2. Question:
Can we be provided a Quick Time copy of the source picture elements to use in determining overall condition? If not we would be bidding without knowledge of the overall picture condition and the amount of work needed for the picture restoration portion.
2. Response:
The Library is looking into the possibility of making a footage sample available online for
Offerors to view to assess the image condition, and if we can do it, more information on this question will be forthcoming soon. In the event that the Library is unable to provide actual footage to demonstrate the quality of the film, offerors must build the risk into their price.
3. Question:
Is there any entry fee to submit the tender?
3. Response:
There is no fee to submit a quote to participate in the competition.
4. Question:
Referring to the Document Number: 030ADV20Q0103 Section L; in addition to the documents (quotes) listed to section L, are there other documents to be sent to submit the tender?
4. Response:
Here is a checklist of what is required, but please refer to the solicitation instructions in Section
L for details:
Sample reel (media) with before and after restoration samples
Technical Approach written narrative of 5 to 10 pages (offerors do not have to use all 20 pages, but should provide enough technical information for the Library to be able to determine your company’s ability to successfully perform)
Key Personnel Resumes

Section K 52.209-7, fill in (b) and submit that page
Section K 52.212-3 (c-u) (or SAM registration, or proof that your SAM registration is pending)
Offerors that do not provide this information in full may find themselves not able to obtain the award.
5. Question:
Referring to the Document Number: 030ADV20Q0103 Section K - articles 52.209-7 and 52.212- 3, are these articles parts of the application to be filled and attached to the quotes?
5. Response:
Please fill in 52.209-7 (b) and submit that page
Submit proof of SAM registration
If your company does not have an active SAM registration, either:
Fill in Solicitation 52.212-3, (c-u) and submit those pages.
Or, you may start the SAM registration process and submit proof of that, such as a screenshot indicating your SAM registration is pending.
6. Question:
Being a foreign company we have not completed the annual representations and certification via SAM, and is not clear for us what we have to fill to apply, could you please clarify?
6. Response:
We will accept and evaluate proposals from companies without SAM registrations.
Whichever company wins the award, US or foreign, will be required to have an active SAM registration prior to payment. The Library of Congress is not able to pay companies that are not registered in SAM. It is the responsibility of every contract awardee or proposer to ensure their company follows the proper registration procedures.
Please follow these steps for foreign SAM registration information:
Go to https://sam.gov/SAM/ (not beta.sam.gov) and Create a User Account
For foreign registration information, click on ABOUT or CHECK STATUS in the dark blue bar at top
See International Registrants instructions at lower page
