This is an RFI (Request for Information) for teleradiology digital imaging services within designated U.S. Immigration & Customs Enforcement (ICE) Health Service Corps (IHSC) detention facilities, as further defined in the attached Draft Performance Work Statement (PWS). As part of its market research, DHS is issuing this RFI to determine the estimated number of interested vendors capable of the scope of the requirement in the Draft PWS. The Government may use the responses to this RFI for information and planning purposes. The Draft PWS describes only the currently contemplated possible scope of services and is subject to change in the final PWS.
By posting this RFI and draft evaluation approach for the Teleradiology Digital X‐Ray Service U.S. Immigrations and Customs Enforcement’s (ICE) hopes to: shorten the time-to-award, thereby delivering capabilities to customers faster; encourage competition by providing interested vendors with an improved understanding of the goals and objectives for the procurement; and increase the likelihood of a successful outcome by refining evaluation techniques to identify the most qualified contractors.
Acquisition Strategy
The acquisition strategy is still under development and is not finalized. The Government is contemplating a single-award open market Indefinite Delivery Indefinite Quantity (IDIQ). The acquisition strategy will be partially dependent upon the solutions/alternatives presented as a result of this RFI. If you have any comments on acquisition strategy, please include it in your response.
Background
IHSC provides and arranges for health care services for undocumented immigrants detained by ICE. As ICE’s medical authority for detainee health care, IHSC provides health care delivery and oversight to individuals in ICE custody that may be housed in Service Processing Centers (SPC), Contract Detention Facilities (CDF) and Staging Facilities located throughout the country. Twenty (20) IHSC facilities are staffed with Public Health Service Commissioned Officers, Federal employees and contractors. These facilities are directly under the supervision of IHSC. Thirteen (13) of the IHSC facilities require teleradiology services under this requirement.
Provision of health care to this population is critical to the law enforcement mission of ICE. Of utmost importance is the rapid detection and treatment of communicable diseases, including pulmonary tuberculosis (TB), in order to prevent cases of these diseases from being transmitted to staff, other detainees or be released to the citizens of the United States. It is also an essential provision for providing a safe and humane environment for the detained aliens.
The majority of teleradiology images will be single view chest X-ray images to screen detainees for pulmonary TB; however, plain radiographic imaging of any body part will be utilized as needed in the management of illness and injury.
Responses Prospective contractors who are qualified to provide these services should provide the following information for ICE’s review:
1. Company name
2. Company address
3. POC information (name, title, phone number, email address, etc.)
4. Company business size
5. Socio-economic status
6. DUNS number
Please use the attached excel worksheet to state your comments to the PWS and Draft Evaluation Approach (if any) and state the appropriate section.
In addition to the general capabilities of interested firms, ICE requests responses to the following questions:
1. What are industry standard metrics for monitoring success for the teleradiology services required in the PWS?
2. How long of a transition time (maximum) would you need? Provide any additional information on the transition process you may want to share.
3. Do you have a Provisional Authority to Operate (P-ATO) from the Federal Risk and Authorization Management Program (FedRAMP) Joint Authorization Board (JAB) for services? If so, please provide any links or information that would help confirm.
a. If applicable, how long did it take you to get it?
4. Do you have an Agency Authority to Operate (ATO) from the U.S. Department of Homeland Security, or from another federal agency?
a. If applicable, how long did it take you to get it?
5. Do you follow the guidelines of The Joint Commission: National Patient Safety Goals 2019? If so, are you Joint Commission Certified? https://www.jointcommission.org/standards/national-patient-safety-goals/
6. Provide a brief description of your existing capability to perform the requirements.
7. What training for installed equipment operation and TeleRadiology workflow have you found to be the most productive? E.g. in person, or online, other?
8. We are considering including “Program Manager” as a Key Personnel position. Have you seen other positions included as Key Personnel on other similar federal contracts?
9. What is your experience providing teleradiology Digital X-Ray Services to the federal government? What are any relevant contract #s?
10. Do you have a GSA Federal Supply Schedule to provide these services? What is it? What is the applicable Special Item Number (SIN)?
11. Are you a small business under a GSA Schedule? Please explain.
12. After reviewing the attached draft PWS, Evaluation Criteria, and this RFI are there any questions or issues that should be addressed? Is there anything else you’d like to share? Please provide comments in the Excel document for comments.
13. Do you have any comments on the specification requirements (PWS 1 Digital Chest X-Ray Equipment Specifications section 4.2.1)?
14. What is the industry standard for Medical Liability Insurance?
15. Do you have any best practices to pricing the required services?
a. Do you price types of X-Ray reads differently (e.g. Chest, foot, ankle) or the same price regardless of the location of the read?
16. Do you intend to submit a response in the expected upcoming solicitation?
Additional information
Interested parties shall submit all requested information and responses electronically to Theodore.Langel@ice.dhs.gov and Brittany.Tobias@ice.dhs.gov by 2:00 p.m., EST, May 20, 2020, or sooner. Please use a length you believe is appropriate, but no more than 10 pages.
This RFI is for the purpose of identifying potential sources as part of ICE’s market research. No solicitation exists; therefore, do not request a copy of the solicitation.
Responses to this RFI will not be considered quotes. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ) or Request for Proposals (RFP). The Government does not intend to issue any award based only on responses to this RFI.
All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. ICE will not pay for information received in response to this RFI.
There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI.
The Government reserves the right to hold one-on-one meetings as a result of responses received from this RFI as part of its market research. Meetings may be held in particular with vendors who provide comprehensive responses to the questions posed. In addition, there may be a need to seek further clarification from those respondent(s) identified as capable. This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response. The Government reserves the right to seek additional information from those vendors identified with unique solutions that are determined to be beneficial to the Government.
