Draft Evaluation Approach

By sharing this DRAFT evaluation approach, ICE intends to increase the likelihood of a successful outcome by refining evaluation techniques to identify the most qualified contractors.

The Government intends to award a contract to the Contractor whose proposal for the services described herein conforms to the solicitation and represents the overall best value to ICE. The best value trade off approach is a method of selecting the proposal that represents the best value to the Government, based on the evaluation of each proposal.

Factors are listed in descending order of importance.

PHASE I

Factor 1 - Prior Experience (5 pages written)

Vendors will be asked to demonstrate that they have experience with providing teleradiology services to support the scope and complexity of the teleradiology PWS. Demonstrated prior experience examples can be from the Prime Offeror or the Prime Offeror’s Major Subcontractor(s). For each example of experience, the Offeror shall describe:

1. The objectives of the engagement;

2. Whether or not the objectives were met or unmet, and why;

3. The team composition and roles, including any team incentives that were employed;

4. How the engagement was priced (including contract type and total contract amount);

5. Representative examples of metrics that were used to track performance and success;

6. Any conflicts that occurred and how those were resolved/mitigated; and

7. How quality scope was delivered on time and within budget.

Optional Advisory Down-Select ICE may use an advisory down-select to recommend to Contractors if, based on its response to Phase I, the Contractor should continue and submit a response to Phase II. ICE expects to limit Phase II to 3-4 vendors, but this is subject to change at the Government’s discretion.

PHASE II

Factor 2 – Oral Presentation Upon notification by the Contracting Officer (CO), Contractors shall provide an oral presentation of their proposed solution. The CO will confirm the specific date and time with those Contractors invited to participate in Phase 2. Contractors must be prepared to provide a presentation during the timeframe the CO sets forth. Presentations will take place at a Government facility located in the Washington, DC metro area. The specific location will be identified by the CO in the notification to Contractors invited to participate in Phase 2.

Topics that the vendor should expect to include in its oral presentation include:

· Demonstrate your firm has the ability to read in all states.

· What type of equipment will be used?

· Demonstrate you have the infrastructure to support this contract The Government is also considering “on the spot” questions. If so, more detail will be provided in the RFP.

Factor 3 – Transition Plan

The Contractor shall provide a detailed narrative to describe the plan to fully implement its permanent solution. This plan should include the implementation of the temporary mobile solution during the transition-in period; all IT, testing and certification considerations for both the mobile and permanent solution as well as training of IHSC staff on both systems. The plan should also consider the time needed for the current vendor to remove its equipment and turn off its network access. The transition-out plan shall describe the plan to remove equipment and to transition services at the end of the contract period. The transition plans shall include the implementation and shall be presented in a coherent and concise manner.

The transition-in plan shall include a proposed schedule to show how the Contractor intends to accomplish required tasks at each of the (13) IHSC facilities within the required transition timeline of ninety (90) days after contract award. The Contractor shall submit the schedule in most recent version of MS Project format. The schedule shall include the following required elements:

(a) Identify associated tasks

(b) Identify dependencies,

(c) Identify slack (float),

(d) Identify each critical path,

(e) Identify the required resource loading; and

(f) Clearly label each facility

The transition plan shall include a Gantt chart developed and submitted in most recent version of MS Project. The Gantt chart shall include a detailed work breakdown structure to address the following elements:

(a) coordination of the delivery,

(b) installation, training and testing of the X‐ray equipment,

(c) Identification of critical tasks, resources, and dependencies

The transition-in plan shall address network access and network monitoring during the transition period. The transition-in plan describes personnel support and training to be provided during the transition period. The Contractor shall provide a plan to address the Continuation of Services requirement.

Factor 4 – Price The Contractor shall prepare a Price Quotation that contains all information necessary to evaluate the prices and/or discounts (price reductions) proposed by the Contractor. Contractors shall only provide pricing for the supplies and services currently available on it contract. There are NO page limitations for the price Proposal and supporting narrative information.

Pricing will be “per read” rather than “per click.”
