About this file
This document is an Invitation for Bid (IFB) issued by the Pennsylvania Department of Labor and Industry (DLI), Office of Vocational Rehabilitation (OVR), for 12 OVR Enhanced Driving and Ancillary Services. The IFB seeks qualified transportation suppliers to provide on-demand non-emergency business transport services for OVR's Bureau of Vocational Rehabilitation Services (BVRS) and Bureau of Blind and Visual Services (BBVS) employees and customers across the Commonwealth of Pennsylvania. The required services include both ambulatory and non-ambulatory active transport, with drivers potentially needing to provide ancillary services such as scribe work, reading, sighted guide, and other visual assistance tasks. Interested suppliers must be registered with the Commonwealth and self-certified as a small business.
The IFB provides a price rate sheet with fixed hourly costs for the various OVR district offices. Agencies may issue a Request for Quote (RFQ) to elicit lower hourly rates. Suppliers must meet all local, state, and federal requirements, and provide evidence of additional insurance coverage for the ancillary services prior to contract award. Questions on the IFB must be submitted by January 15, 2024, and responses will be considered addenda to the solicitation.
