About this file

This Statement of Work (SOW) details the design phase for repairing the façade of Building 13 at the Northport VA Medical Center in Northport, NY, with the project numbered 632-26-102 and scheduled for November 12, 2025. The primary objectives include conducting a comprehensive exterior inspection of the building, identifying necessary modifications to mechanical, electrical, stormwater, and plumbing elements, developing hazardous material abatement plans, creating existing condition drawings, and preparing detailed repair and restoration plans for exterior components while ensuring compliance with VA-adopted codes and standards.

The Architect-Engineer (A/E) is required to complete the project in three main phases: Schematics, Design Development, and Construction Documents. Key deliverables include site design with ground-penetrating radar investigations, architectural design with multiple façade treatment options, project specifications, construction phasing plans, design narratives, condition assessment reports, and cost estimates. The project will utilize the VISN 2 Autodesk Build Construction management platform for project collaboration, with specific requirements for platform access, training, and communication. The building, which currently houses laundry operations and facility storage, will remain operational throughout the project, and the roof areas have been recently replaced and are excluded from the current scope.

632-26-102 Repair Façade Building 13

November 12, 2025

Scope of Work for Design Phase of the project titled Repair Façade Building 13, numbered, 632-26-102

This document outlines the design phase Scope of Work (SOW) of the Repair Façade Building 13 project located at the Northport VA Medical Center, 79 Middleville Road, Northport, NY 11768. The building currently houses the laundry operations serving the VA Medical Center, provides storage areas for the facility shops and will remain in operation without interruption during all phases of the project. The building exterior is compromised by delayed maintenance.

Building 13 is not a contributing building to the National Register of Historic Places.

The goal of the design phase is to develop comprehensive plans and specifications that will guide the repair, restoration, demolition and installations of the building's exterior components to provide a building envelop that separates the outdoor and the indoor environments, promoting and maintaining a dry, energy compliant conditioned interior, while improving the overall appearance of the building.

The primary objectives of the design phase are:

Conduct and document a comprehensive inspection of the building's exterior components including but not limited to; façade finishes, trim, foundation walls, doors, door frames, hardware, windows, lintels, cast stone, trim, stairs, stairwells, guardrails, bulkheads, louvers, crawl space access points, areaways, expansion joints, openings that are no longer in use and should be sealed, spalled concrete, elements requiring structural repairs and other exterior elements to identify damage, deterioration, and potential issues.

Identify where modifications to mechanical, electrical, stormwater and plumbing elements need to be modified and develop plans to accommodate new work.

Identify any hazardous materials present and develop an abatement plan.

Develop existing conditions drawings.

To develop detailed repair, restoration or replacement plans for the exterior components identified as damage, deteriorated, or as potential issues.

Identify where site modification can be made to improve drainage away from the building.

Identify and document ICRA, PCRA and WICRA requirements for the project.

To ensure the design is in compliance with VA-adopted codes and standards including, but not limited to the NFPA, VA Directives, VA Design Manuals, VA Master Specifications, VA Design Criteria and other documents found on the Technical Information Library website (https://www.cfm.va.gov/til).

To prepare technical specifications and construction documents.

November 12, 2025
