About this file

This is a specification and performance work statement for the repair and reconstruction of Transformer Station 9 at Range 301, USAG Bavaria, Grafenwöhr Military Community, dated July 9, 2026.

The project encompasses complete demolition of the existing transformer station building and installation of a new prefabricated reinforced concrete structure measuring approximately 4.2m x 3.3m with a cable cellar. Major electrical work includes disconnection and removal of the existing 100 kVA oil transformer and medium/low-voltage switchgear, followed by installation of new equipment: a 20 kV, 100 kVA oil transformer with DGPT2 protection; a 24 kV medium-voltage switchgear consisting of four panels (transformer control, two cable outlet panels, and one reserve panel) manufactured by Driescher with 630A rated busbar current and 500 MVA short-circuit capacity; a low-voltage distribution board with 400A rated current featuring a 160A circuit breaker, 6 fused switch disconnectors at 63A, and supporting equipment; and a lightning protection system compliant with VDE 0185. Site work includes soil excavation, grounding system installation with stainless steel ring earth electrode, cable relocation from the existing station, and creation of a gravel surface. The scope requires compliance with German construction standards (VOB Part C, DIN 18 382), VDE regulations (VDE 0100, 0101), and German accident prevention laws (Baustellenverordnung). Deliverables include as-built drawings in CAD (Microstation V8 DGN format), test and metering protocols, lightning protection system inspection reports, and training of operating personnel. The contractor is responsible for obtaining all necessary German work permits, licenses, and authorizations; waste disposal per German regulations; and coordination with COR (Contracting Officer's Representative) for cable disconnection/reconnection activities requiring 48-hour advance notice.
