About this file
This document is a Single Source Determination form for the Department of Commerce's NOAA Office of Marine and Aviation Operations. The procurement is for two specific Aft Grey Water pumps for the NOAA Ship Fairweather: one 32" OAL 2HP 1750RPM Vertical Pump and one 40" OAL 2HP 1750RPM Vertical Pump, both manufactured by Beck & Kuffel Gould. The single source justification is based on compatibility with existing ship systems, as these pumps are direct drop-in replacements that require no vessel modifications and are compatible with current pipework, electrical components, and automation systems. The sole source vendor is Beckwith & Kuffel, Inc. located in Seattle, Washington, with contact information provided for Penelope Konrad. The document includes technical certification by the Executive Officer of the NOAA Ship Fairweather and is pending determination by the Contracting Officer, with a digitally signed technical certification dated December 16, 2025.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
140802-26-0077
1. Agency and contracting activity. Department of Commerce, NOAA Office of
Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
2. Description of supplies or services required to meet agency needs
(including the estimated value).
Aft Grey Water pumps:
The NOAA Ship Fairweather currently exclusively operates Beck & Kuffel Gould’s pumps for vertical immersion grey water pumps. The listed pumps will allow the vessel to retain all pre-existing components and electrical configuration in its current condition.
These units are a drop-in replacement and requires no modification of the vessel.
These units meet the requirements to protect life, property and are required for the vessel’s operation.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. NOAA Ship Fairweather requires pumps that are compatible with existing stock and designs. Existing pipework, electrical components and existing automation systems requires a direct drop-in replacement.
