About this file

This is a Sources Sought Notice issued by the National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, on behalf of the National Ocean Service (NOS) and National Geodetic Survey (NGS).

NOAA is conducting market research to identify potential sources for two terrestrial lidar scanning systems with associated software, training, and warranties to support emergency response, damage assessment, and geodetic applications nationwide. The first system must collect high-precision survey-grade 3D data at standoff distances of at least 2,000 meters under manufacturer-published operating conditions. The second system must achieve standoff distances of at least 600 meters. Both systems must be suitable for outdoor survey and mapping applications from limited and potentially remote terrestrial vantage points while maintaining high accuracy and sufficient point density. A one-year warranty option is required. The applicable NAICS code is 333310 (Commercial and Service Industry Machinery Manufacturing) with a small business size standard of 1,000 employees. NOAA seeks to identify capable sources including small businesses and socio-economic sources.

Respondents must submit responses not exceeding two pages by June 15, 2026, at 11:00 a.m. Eastern Time to Kirstin Bryant (Kirstin.Bryant@noaa.gov) with a copy to Nicole Lawson (Nicole.Lawson@noaa.gov). Required submission elements include company name and address, SAM Unique Entity Identification Number, company size classification, point of contact information, current GSA contract numbers or Government-wide Acquisition Contracts, and a clear explanation of capability to provide the specified terrestrial lidar scanners with associated software, maintenance, training, licensing, and warranties. Standard brochures are not acceptable responses. This notice is market research only; responses are voluntary, non-binding, and will not result in government compensation or payment.

The intent of this announcement and the information provided in response to this Notice will assist the Government in identifying potential sources, including small businesses and socio-economic sources, capable and qualified to fulfill the requirements identified in this announcement. The North American Industrial Classification System (NAICS) code for this requirement is 333310, Commercial and Service Industry Machinery Manufacturing. The small business size standard for this NAICS code is 1,000 employees.

The Government is seeking firms capable of providing two terrestrial laser scanning systems capable of collecting survey-grade 3D data at long range (≥ 2,000m) and a portable short range (>600m) from limited and potentially remote terrestrial vantage points, while maintaining high accuracy and sufficient point density to support emergency response, damage assessment, and geodetic applications nationwide.

Firms must provide a response that demonstrates that they are capable of providing terrestrial laser scanning systems that have the following approximate characteristics:

• Long-Range Terrestrial Lidar System:

• The system shall be a terrestrial laser scanner suitable for outdoor survey and mapping applications.

• The first system shall be capable of collecting high-precision terrestrial LiDAR data at stand-off distances of at least 2,000 meters under manufacturer-published operating conditions.

• The second system shall be capable of collecting high-precision terrestrial LiDAR data at stand-off distances of at least 600 meters under manufacturer-published operating conditions.

• 1 year warranty option

• Associated software, maintenance, training and licensing plans

Standard brochures will not be considered a sufficient response to this notice. Submitted responses shall include the following:

1. Company name and address;

2. System for Award Management (SAM) Unique Entity Identification Number;

3. Company’s size in relation to NAICS Code 333310 (e.g. large, small, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and/or economically disadvantaged women-owned small business);
