FOR

Repair Fire Pump B3426

1.0 DESCRIPTION OF WORK:

This Statement of Work (SOW) is to provide the general scope of work to be performed on Eielson Air Force Base, Alaska. The purpose of this project is to design and construct a replacement of an inoperable fire pump. This Statement of Work (SOW) describes the Government’s requirement for the design, removal, and replacement of fire pump located in B3426 at Eielson AFB. The Contractor shall provide a design and construction in accordance with this SOW. Once the design has been completed and accepted by the Government, the Contractor shall demolish the existing fire pump and replace all components necessary to install a new fire pump.

2.0 GENERAL INFORMATION:

The Contractor shall take all precautions to insure that his operations are conducted in a manner as to minimally interfere with the normal operations of the base and the safety and convenience of the base personnel. The contractor shall coordinate utility outages with the Civil Engineering Squadron (CES) service call and the user. If any power/equipment outages are required, they must be scheduled through the CE project manager 30 days in advance.

The Contractor is responsible for verifying all dimension, quantities and square footages. All dimensions, quantities and square footages included are approximations. Construction and demolition shall be in strict accordance with Eielson AFB Design and Construction Standards. The information provided in this SOW and the provided specifications shall be determined to be the minimum standards required in this project.

During construction, the contractor shall take care not to damage existing structures, etc. that will not be replaced as part of this contract. Contractor shall be responsible for the temporary support of all devices as required to perform work. Any demolition work that needs to be accomplished to complete the contract is the responsibility of the contractor. All material shall be installed per manufacturers’ recommendations. All items listed in the SOW are to be supplied and installed by the contractor unless otherwise noted.

2.1 CONTRACT ADMINISTRATION:

The Eielson AFB Contracting Officer (CO) and Contracting Specialist (CS) are responsible for the administration of the contract. No change shall be made in the provisions of this contract without written authorization from the CO. The Base Civil Engineer (BCE) monitors the work and services furnished, and evaluates the performance of the Contractor as the Contracting Officer’s Technical Representative (COTR). The COTR is not a CO and has no authority to contractually bind the Government or modify the contract.

2.2 GOVERNMENT DOCUMENTATION:

"As-builts", shop drawings, and operation and maintenance manuals that the Government may have are not guaranteed to be either accurate or complete. It shall be the Contractor’s responsibility to verify any information or data that is given to them by the Government.

2.3 DAILY REPORTS:

The contractor shall provide the government with an electronic copy of each dump receipt along with the daily report by 0800 the following workday. All daily reports will be submitted in RAKEN format and shall include pictures of work performed for each day; all work performed, material delivered, and trades personnel on site each day.

3.0 WORK REQUIREMENTS:

The Contractor shall provide all plant, management, supervision, labor, tools, supplies, parts, equipment, related services and applicable licenses and permits necessary to complete the requirements in accordance with this SOW and project specifications. Once all materials and equipment are on site, and all design submittals and pre-construction submittals are approved by the Government, the Contractor shall start with demolition and replacement of the fire pump and all components identified in the design to complete the install of the fire pump and to provide a working fire suppression system for the facility.

Prior to any demolition, the Contractor shall perform a destructive asbestos and lead survey in accordance with Eielson AFB Environmental Protection, HAZMAT, and permitting requirements.

The Contractor shall prepare an electronic report and submit it to the Government. The electronic version shall be in Adobe pdf format. The report shall be submitted to the Government for their information prior to requesting abatement permit. The survey shall be used to establish quantities for abatement if materials are present. The Government does not anticipate lead containing materials or asbestos fibers.

A pre-construction meeting will be held with Contractor and Government representatives. The Government shall schedule the meeting prior to the construction as stated in Meeting and Conference Requirements of the Solicitation. This meeting shall discuss all construction requirements and any other construction issues the Contractor may have to discuss.

3.1 FIRE PUMP DESIGN AND CONSTRUCTION PLANS

The Contractor shall provide the Government with sufficient technical, supervisory, and administrative personnel to ensure a design and construction plans to replace the existing inoperable fire pump and other components required to accomplish the work specified in this SOW of the to complete the installation of a new fire pump at B3426 . The design work includes all design services necessary to fully develop the construction documents required to accomplish the work described with in this SOW and construction plans required to replace the fire pump at B3426. The Contractor shall meeting the following requirements at a minimum:

The Contractor shall provide all design services necessary to perform all design calculations, existing hydrant flow testing, and site visits to develop all the required construction documents to accomplish the replacement of an existing 2,000 GPM @ 100 PSI diesel powered fire pump with an electric fire pump at B3426. The Contractor shall ensure the replacement pump meets hydraulic performance for the existing fire sprinkler system and the additional installed storage rack. Additionally, the Contractor shall provide an evaluation of hydraulic performance requirements of future mezzanine.

The user of the facility has a future project to expand/replace a mezzanine. The Contractor shall investigate the hydraulic performance of the future mezzanine project and provide the Government with a narrative if the designed fire pump can meet existing and possible future fire suppression requirements. The proposed plans of the future mezzanine project will be provided to the Contractor. It is anticipated that the Contractor will have to develop design documents to provide an assessment of future system requirements, construction plans are not required to be developed nor provided in the construction plan set.

The Contractor shall edit the Government provided specifications and provide any additional specifications required to complete the construction phase of the contract. If the additional specifications are required, the additional specifications shall be submitted with the design calculations and construction plans to be reviewed and accepted by the Government.

3.1.1 DESIGN AND CONSTRUCTION PLAN REQUIREMENTS:

The Government anticipates that most of the existing fire suppression system is to remain in the fire pump room and new fire pump will be installed in a similar configuration to the existing pump. The Contractor shall provide a complete and functional fire pump at B3426. The pump room is located on an exterior wall of B3426. The pump room is accessed by double doors that should be large enough for the existing equipment to be removed and the placement of the proposed system. The design and construction plans shall meet all UFC, NFPA, and DOD standards and contain the following at a minimum:

The demolition, relocation, and replacement of any existing equipment required to facilitate the installation of a new electric fire pump. This shall include but not be limited to electrical systems, lighting, alarm systems, mechanical, architectural, and structural components to facilitate the replacement of the fire pump system.

The removal of the existing diesel powered fire pump, corresponding pump control panels, and other existing equipment and components required to facilitate the in the installation of a new electric fire pump. The existing fuel tank is to be removed and returned to the Government.

The construction plans shall show installation of the proposed electric fire pump, fire pump control panels, new electrical panels, and electrical components, the connections to all remaining equipment and piping, and the installation of new devices needed to provide a functional fire pump system.

The construction plans shall show how the proposed electric fire pump is connected to the existing fire alarm control panel and provide system notification of water flow and if the fire pump has been activated.

The user of the facility has constructed an additional storage rack that requires the installation of fire suppression. The Contractor shall design and illustrate the installation of the fire suppression for the storage rack.

3.1.2 DESIGN AND CONSTRUCTION DELIVERABLE REQUIREMENTS:

The Contractor shall provide the Government with all the design documents necessary to replace the inoperable fire pump. The design phases shall include a 65%, 95%, and a 100% construction set. For each design phase, the Contractor shall submit two hard copies of the construction plans on ANSI B sheets, and digital copies of the plans, design calculations, and updated specifications. AS-built set drawings shall also be submitted following the completion of the project.

THE DESIGN SHALL BE SUBMITTED AS FOLLOWS:

Design Minimum submittal requirements 65% Submitted shall include, but not be limited to:

1. Initial DD Form 1354.

2. Demolition plans

3. All fire pump equipment layout location and details. Service sizing and major electrical equipment shall be shown at this time. Layouts for any new receptacles or updated receptacles.

4. Any design, calculations or equipment submittals deemed necessary by the Contractor to allow construction to begin.

5. Any items deemed necessary by the Contractor to allow for the continuation of the design.

95% Submittals shall include, but not be limited to:

1. Updated drawings and comments from previous review comments to provide a constructible construction plans.

2. Any and all remaining design, calculations or submittals that are necessary to provide a complete and constructible design.

100% Submittals shall include, but not be limited to:

1. Updated drawings and comments from previous review comments to provide a constructible stamped construction plans by registered Alaska Professional Engineer.

The portions of the plans that contain fire protection, shall be stamped by a Alaska registered Fire Protection Engineer.

Construction Minimum submittal requirements AS-Built Provide after construction completion (electronic):

1. All O&M manuals

2. Completed DD Form 1354, including all costs and quantity breakouts

3. All design & construction documents including all as-built drawings, field modifications and design corrections made during the process of construction. All drawings shall meet the Eielson AFB design standards and be in AutoCAD V2017 or later format. All specifications shall be in Microsoft Word file format.

3.1.3 PROPOSED DESIGN AND CONSTRUCTION SCHEDULE:

65% Design – 35 calendar days 65% Design – 14 calendar days for Government review time 65% Design Review Meeting – within 5 calendar days after return of design review comments

95% Design – 30 calendar days 95% Design– 14 calendar days for Government review time 95% Design Review Meeting – within 5 calendar days after return of design review comments

100% Design – 5 calendar days following the Government’s acceptance of the 95% design

AS built Construction plans – Shall be submitted as part of the closeout documents

Total Design Time - 108 calendar days Long Lead Material procurement – 60 calendar days Construction – 60 Calendar days

Proposed Project Duration – 228 Calendar days

3.2 CONSTRUCT FIRE PUMP REPLACEMENT

The Contractor shall construct the fire pump in pump room located on an exterior wall of B3426. The Contractor shall meet the following requirements as a minimum:

All material submittals, designs, and construction plans shall be submitted to the Government and accepted prior to the start of demolition and construction of the replacement of the fire pump.

In accordance with the plans produced by the Contractor and project specifications. The Contractor shall demolish the existing fire pump, procure and install a new electric fire pump and all required components to facilitate a functional fire pump system.

The Contractor shall provide all programming to ensure the proposed system properly communicates with Eielson’s fire alarm system.

Following the completion of installing the proposed fire pump and all components necessary for a functional fire pump. The Contractor shall perform system commission testing to ensure the entire fire protection system is certified IAW with the NFPA, project specifications, and the UFC.

4.0 REFERENCE: SPECIFICATION AND STANDARDS:

Any reference to State Government, Federal Government, or Industry Standards or specification made herein shall form a part of this specification to the extent referenced thereto, and all materials and workmanship under this contract shall comply with or exceed these standards and references. All

5 APRIL 2022 PAGE 7 of 11 referenced standards shall be the latest edition. All work shall be done in strict accordance with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), the International Building Code (IBC), International plumbing code (IPC), National Electrical Code (NEC), National Electrical Safety Code (NESC), National Fire Protection Association (NFPA), National Electrical Contractors Association (NECA), and Eielson Air Force Base Standards.

All manufactured equipment and products shall be new materials in good condition and installed as per manufacturer's latest printed instructions, unless specified otherwise herein.

The Contractor is responsible for protection of existing facilities equipment from damage during installation and testing operations.

The Contractor shall take into account the special treatment of hazardous waste, as well as the environmental implications related to building demolition management (i.e. fluorescent lighting tubes, t-stats, etc.). Every effort shall be made to recycle eligible materials, and those not suitable, shall be disposed of off base in accordance with all Department of Health and Environmental Control regulations.

The Contractor shall include make, model number and inherent operational characteristics on all major equipment supplied for the facility. The Contractor shall supply manufacturer’s cut sheets with the submittal where the component is identified.

If any submittal doesn’t, in the opinion of the Contracting Officer, meet or exceed the requirements contained within this SOW, or in any referenced design guidance or nationally recognized code, then it shall be considered to be unacceptable and returned to the Contractor for correction and resubmission. The Contracting Officer has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete and correct.

Any demolition, utility cut and capping, and debris removal service performed as a part of the proposed project shall be completed in such a manner that will restore a neat and professional appearance of base areas.

The facility/area shall be cleaned in its entirety, including exterior areas, before being returned the government.

During construction, the Contractor shall take care not to damage existing structures, etc. that will not be replaced as part of this contract. 5.0 WORKING CONDITIONS:

The Government’s normal duty hours are five days per week, Monday through Friday, from 7:30 AM to 5:00 PM. However, the Command Post functions on a 24/7 operations schedule. The Contractor

5 APRIL 2022 PAGE 8 of 11 shall take all precautions to insure that his operations are conducted in a manner as to minimally interfere with the normal operations of the base and the safety and convenience of the base personnel.

5.1 RECOGNIZED HOLIDAYS:

Any of the below holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday.

5.2 SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS:

The following security requirements sections are required for the proposed project. The anticipated contract work does not involve access to classified information.

5.2.1 LISTING OF EMPLOYEES:

The Contractor shall maintain a current list of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force controlled/restricted areas or other sensitive areas designated by the installation commander.

The list shall be provided to the Program Manager and sponsoring agency’s Security Manager. An updated list shall be provided when an employee's status or information changes.

5.2.2 SECURITY TRAINING:

The Contractor shall ensure all contractor employees are made available to receive initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, The Air Force Installation Security Program.

5.2.3 PASS AND REGISTRATION ITEMS:

The Contractor shall ensure that pass and registration items required for contract performance are obtained for employees. Contractors cannot sponsor other contractors on base. Only Government employees (military or civilian) are authorized to sponsor contractors. The Contractor shall comply with all requirements and procedures in accordance with (IAW) Air Force Federal Acquisition

Regulations System (AFFARS) 5352.242-9000, Contractor Access to Air Force Installations. The Contractor shall ensure that pass and identification items required for contract performance are obtained for employees. All contractor employees shall undergo a background check conducted by 354th Security Forces Squadron prior to issuance of base access credentials. Until 1 Oct 2021 Eielson AFB will accept identification cards or driver's licenses from all states and territories except ones marked "NOT VALID FOR FEDERAL IDENTIFICATION” or “FEDERAL LIMITS MAY APPLY” or any other words to that effect. Effective 1 Oct 2021 only REAL ID identification cards or driver's licenses will be accepted. For a full list of REAL ID Act and compliant and non-compliant states, please visit https://www.dhs.gov/current-status-states-territories. Contact 354th Security Forces Squadron for alternative forms of acceptable identification to conduct background checks. All documentation shall be submitted for base passes or base identification per Base Security Requirements. Contractor personnel shall obtain and wear specific Contractor base passes. Contractor personnel who have personal Department of Defense (DoD) retiree or dependent identification cards (ID), shall not use those personal ID cards for base access when performing contract work. All Contractor personnel who operate a vehicle in performance of this contract shall possess a valid driver’s license, current registration and insurance. Failure to turn in a base credential when requested can result in a non-recommend from Security Forces for future base access. The Contractor is responsible for employee inability to obtain base access required for contract performance. The contractor will be responsible for ensuring their employees are added to the Security Forces Entry Authorization List (EAL) to facilitate their servicing within the flight line perimeter.

NOTICE: All contract employees shall submit to a criminal background check accomplished by Eielson Air Force Security Forces prior to the employee being issued base access credentials.

Contractors must submit request for installation identification no later than one (1) week following the contract award and five (5) days prior to the individual requiring entry to installation. Failure to submit requested information as indicated can result in denial or delay of issuing base access credentials.

5.2.4 RETRIEVING IDENTIFICATION MEDIA:

The Contractor is responsible for retrieving all identification media from employees who depart for any reason before the contract expires: e.g. terminated for cause, retirement, etc. The contractor shall return retrieved items to the Security Forces Pass and Registration Office.

5.2.5 WEAPONS, FIREARMS, AND AMMUNITION:

Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Eielson Air Force Base.

5.2.6 FOR OFFICIAL USE ONLY (CUI):

The Contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

5.2.7. REPORTING REQUIREMENTS:

Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

5.2.8 PHYSICAL SECURITY:

The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

The Government and their representative shall have access to the work area for inspection at all times.

Entry into the work area by unauthorized individuals shall be reported immediately to the project supervisor and the Government representative.

The Contractor shall remain in compliance with all rules, codes, standards, and regulations governing the safety of all individuals at the worksite and shall be solely responsible for any injuries, accidents, exposures or liabilities occurring due to non-compliance or failure to secure the work area.

5.2.9 STOP WORK ORDER:

The Government or their representative may issue a stop work order at any time if concerns arise regarding employee or occupant safety, the integrity of the work area, security or other related concerns. If the Government or their representative issues a verbal or written "stop work order" due to personnel, environmental or property safety risks or due to violations of rules or regulations, the contractor shall immediately stop all work and shall have no right to project delay claims. The contractor shall not recommence work until authorized to do so by the Government or their representative.

6.0 HAZARDOUS MATERIALS:

The Contractor shall have approval from the Hazardous Material Management Program (HMMP) team prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require a Material Safety Data Sheet (MSDS). The Contractor shall identify these materials on a Contractor Hazardous Material Inventory list. The Contractor shall provide this inventory list and one copy of the MSDS for each item to the HAZMAT Office for review and HMMP approval prior to any chemicals being brought onto Eielson AFB, or within 15 days of the start of this contract. This inventory is also used by the Contractor to annually report hazardous material usage. By 30 January of each calendar year, the Contractor shall submit two copies of the completed Contractor Hazardous Material Inventory list to 354 CES/CEIE. The Contractor shall maintain one copy of the MSDS for each hazardous material line item used within the work center.

The generation of hazardous waste is not expected from this contract. It is the responsibility of the Contractor to determine if hazardous waste is generated from Contractor operations. 354 CES/CEIE will assist with determination if requested by the Contractor. The Contractor shall manage and dispose of universal waste in accordance with the base Hazardous Waste Management Plan and 40 CFR Part 273, Universal Waste Rules.

7.0 MATERIAL RECYCLING:

The Contractor shall comply with all federal, state, and local recycling and solid waste diversion requirements in addition to base-specific Solid Waste Management plans and procedures. Participation shall include maximum use of recycled paper products and replacement parts.

8.0 CLEAN UP:

The Contractor shall keep interior and exterior of the Contractor’s office/maintenance location and all work areas and storage areas free from accumulation of waste material and rubbish. Upon completion of the job, the Contractor shall leave the work area and surrounding premises in a clean, neat, workmanlike condition and in accordance with commercial practice.

9.0 COORDINATION WITH OTHER CONTRACTORS:

The Government may undertake or award other contracts for additional work. The Contractor shall cooperate with the other Contractors and Government employees and adapt scheduling and performing the work under this contract to accommodate the additional work, heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other Contractor or by Government employees.

10.0 FIRE PREVENTION:

The Contractor is responsible for following fire prevention practices and procedures. The Contractor shall provide approved storage facilities meeting National Fire Code 30, Flammable and Combustible Liquids Code, requirements for storage of flammable materials.

11.0 NO SMOKING POLICY:

The Contractor and employees shall comply with policies stating that smoking is prohibited within any Air Force Facility and use designated outdoor smoking areas.
