1. General Information ARD Bayview Building 51 roll-up doors are over 40 years old, surpassed their operational life expectancy and are operating in a degraded status. The Wigwam Winch Facility, (Building 46) has two barn style sliding doors that are inadequate for their intended purpose. The doors do not seal properly and allow weather and animals to access the facility. Building 51 has two 12’ x 16’ steel manually operated roll up doors. Building 46 has two 5’ x 10’ sliding, (barn style) wood doors. The Government's requirement is to replace the existing doors listed above located at Acoustic Research Detachment’s (ARD), Main facility and Wigwam. The goal of this effort is to remove the existing doors and install updated doors with electric openers that better serve the facilities. Upon project completion, the contractor shall test, inspect and commission the newly configured doors. All work shall be performed as specified complete and ready for use.

Parking:
The Contractor is permitted to off-load materials, supplies, and equipment throughout the base; however, the Contractor must not block the facility exit/entry locations and park in reserved or handicap spaces. Contractors’ vehicles must be marked on the outside with the company name or logo or both. Failure to comply will result in ticketing and/or loss of vehicle privileges.
2. Performance Requirements The Contractor shall furnish all labor, supervision, materials, supplies, tools, and minor equipment to provide the desired services in accordance with this specification. This specification shall require the replacement of two Building 51 12’ x 16’ roll up doors and two 5’ x 10’ sliding wood doors on Building 46 at Wigwam Winch Facility. Additionally, the contractor shall install, test and inspect all doors prior to acceptance by the government.
2.1 Demolition:
a. Building 51, Main Base: The Contractor shall remove in their entirety two existing 12’ x 16” metal coiling doors, hoods, tracks and all associated mounting hardware from Building 51 and dispose of offsite.
b. Building 46, Wigwam Facility: The Contractor shall remove in its entirety existing 5’ x 10’ wood sliding, (Barn Style) doors, track and mounting hardware from Building 46 and dispose of offsite. The government shall provide transportation of demolition debris from Wigwam back to Main base for Contractor to dispose of offsite.
2.2 Construction
a. Building 51: Contractor shall provide all labor, tools, and equipment to install two 12’ x 16’ insulated metal rolling doors with electric drive motors and controllers. Measurements are approximate; Contractor is responsible to verify all measurements for proper fit prior to ordering materials.
b. Building 51 Doors and Operator Motors shall have the following minimum specifications:
i. Curtain shall be a minimum of 24 gauge galvanized metal slats front and back.
ii. Springs rated for 20,000 cycles.
iii. Insulated to a minimum R-value of 10
iv. Bottom weather seal and side guide brushes.
v. A UL approved Monitored Light Curtain installed for safety.
vi. Electric Hoist Motors with minimum of 1HP, adjustable limit switches and Push Button control with Open/Close/Stop functionality, and a thermal overload protection system.
vii. Hoist Motors shall utilize 115/1Phase/60HZ Power for operation.
viii. Doors shall have a Flame Spread/Smoke Index of Class A or 1.
ix. Doors shall be able to withstand a wind load of 20 PSF.
x. Doors shall have a Chain Hoist installed as secondary method of operation in the event of motor/controller failure.
xi. Color to be specified by Government.
c. Building 46 Wigwam Facility: Contractor shall provide all labor, tools, and equipment to install one 10’ x 8’ insulated sectional door, mounting hardware and Motor Controller. Measurements are approximate; Contractor is responsible to verify all measurements for proper fit prior to ordering materials.
d. Building 46 Door and Operator Motor shall have the following minimum specifications:
i. 5 Sections with 2” Ribbed Panels
ii. Metal Panels will be Galvanized Roll Formed Steel with a minimum thickness of .015”.
iii. Springs rated for 10,000 cycles.
iv. Insulated to a minimum R-Value of 15.
v. Bottom weather seal
vi. Color to be specified by Government.
vii. Install a Universal Wireless Keypad Opener.
viii. Door shall have a pass door installed for ease of access.
ix. Operator Motor shall be belt driven, minimum of ½ HP, have adjustable limit switches, and thermal overload protection system.
x. Operator Motor shall utilize 115/1 Phase/60 HZ Power for operation.
2.3 Electrical
a. Government shall provide and install all conduit and electrical wiring from building electrical panels to the motors and controllers for all three doors.
b. Contractor shall make all electrical connections to the motors and controllers.
3. Period of Performance All work shall be completed and accepted by the Government no later than 60 days after award.
4. Warranty The Contractor shall guarantee all of the work that is performed under this contract, including all materials and workmanship, for a minimum period of one (1) year from the date of full acceptance of the work. Should any material be found defective, not meeting specifications, or that which has not been approved in writing by the owner shall, upon discovery (including any time within the period of the guarantee), be replaced with the specified equipment or material at no additional cost to the Government. All work shall be performed and completed in a thorough, workmanlike manner and in accordance with the latest proven practices of the trade by thoroughly skilled and experienced tradespeople.
5. Point of Contact The Contractor shall be in contact with the following individual in performance of this contract. If the Contractor has any performance questions during the duration of the contract, the Contractor shall contact the Government representative below.

6. Security Requirements Contract Clause "FAR 52.204-2, Security Requirements and Alternate II," "FAC 5252.236-9301, Special Working Conditions and Entry to Work Area," and the following apply.
a. At NSWCCD-ARD, access is restricted to contractors on the visitors list. All contractors must be US Citizens and will be subject to a background check upon their arrival at the ARD. No persons with a felony conviction that is less than (10) years old, a registered sex offender, or on a terrorist watch list will be allowed admittance to the base. The background check will require that all vendors present an active passport, or a combination of a driver’s license and a birth certificate with the embossed state seal. No photocopies will be accepted.
b. Vehicles and Equipment - Shall be in good working order with no leaks.
c. Contractor Responsibility for Employees - The Contractor is responsible for employees under their employment. Ensure that employees are familiar with and obey station traffic, safety, and security regulations.
d. Motor Vehicle Operation - Ingress and egress of personnel will be subject to the security regulations of the Station.
e. All personnel entering the installation are subject to random vehicle inspections. The purpose of these inspections is to detect the theft of Government and private property, and to detect contraband or illegal drugs.
f. Required Information on Privately Owned Vehicles - Advise company employees who desire to use their privately owned vehicles to personally bring the vehicle, vehicle registration, copy of vehicle insurance policy, valid state inspection documentation, and driver's license.
g. Access to Restricted Areas - Base entry passes allow access to designated areas on the installation only. Entry into off limits areas is prohibited unless the contract requires it.
h. Current Information - Contractors will be responsible for keeping the vehicle and employee lists current, and for securing and returning identification cards belonging to terminated employees to the Command Manager's Officer.
i. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
j. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
7. Smoking Restrictions The bearing and use of lighted cigarettes, cigars, pipes, or any tobacco product is prohibited in the following areas:
a. All buildings including private offices, lobbies, and restrooms.
b. Stairways and ramps leading to building entries and exits.
c. Within 20 feet of building entries and exits.
d. Within 20 feet of heating, ventilation, and air conditioning intake ducts.
e. Hazardous areas containing flammable liquids, gases, vapors, and all other locations here there is a collection of readily ignitable combustible material.
8. Station Permits Permits are required for, but not necessarily limited to, welding and burning. Permits must be requested by the Contractor and approved by the Government Representative.
9. Storm Protection If a warning of gale force winds is issued, take precautions to minimize any danger to persons, and protect the work and any nearby Government property. Precautions shall include, but not be limited to, closing openings, removing loose materials, tools, and equipment from exposed locations, and removing or securing scaffolding and other temporary work. Close openings in the work if storms of lesser intensity pose a threat to the work or any nearby Government property.
10. Asbestos and Lead Material If material is encountered which may contain asbestos and or lead and must be disturbed, do not touch the material. Should the discovery of such suspected material affect the Contractor's planned work schedule, the Contractor shall redirect the work crew to other portions of the unaffected work and modify the schedule at no additional cost to the Government. The Contracting Officer, PM, and the COR shall be notified immediately, in writing, regarding the discovery of the suspected material and of any adverse impact the Contractor may expect to incur due to this situation. Within 14 calendar days, the Contracting Officer or the Project Manager will perform laboratory tests to determine if there is asbestos or lead. If asbestos or lead is not a danger, the Contracting Officer will direct the Contractor to proceed in the identified area without change.
11. Environmental Protection Requirements Provide and maintain, during the life of the contract, environmental protection. Plan for and provide environmental protective measures to control pollution that develops during normal construction practice. Plan for and provide environmental protective measures required to correct conditions that develop during the construction of permanent or temporary environmental features associated with the project. Comply with Federal, state, and local regulations pertaining to the environment, including but not limited to, water, air, soil, and noise pollution.
a. Preserve the natural resources within the project boundaries and outside the limits of permanent work. Restore to an equivalent or an improved condition upon completion of work. Confine construction activities to within the limits of the work indicated or specified.
b. Prevent oily or other hazardous substances from entering the ground, drainage areas, storm drainage system, or local bodies of water.
c. Pickup solid wastes daily and place in covered containers which are regularly removed by the Contractor from Government property. Do not prepare or cook food on the project site. Prevent contamination of the site or other areas when handling and disposing of wastes. At project completion, leave the areas clean.
d. Handle generated hazardous waste in accordance with 40 CFR 262. Dispose of hazardous waste in accordance with Federal, State, and local regulations including 40 CFR 263 and 40 CFR 264. Take precautions to prevent spills of oils and hazardous material. In the event of a spill, immediately notify the Government representative, COR, and initiate containment operations utilizing personnel properly trained and protected for such situations.
e. Keep dust down at all times, including during nonworking periods. Sprinkle or treat, with dust suppressants, the soil at the site, and other areas disturbed by operations. Dry power brooming will not be permitted. Instead use vacuuming, wet mopping, wet sweeping, or wet power brooming. Only wet cutting will be permitted for cutting concrete, and bituminous concrete.
f. Make the maximum use of low-noise emission products, as certified by the EPA. Blasting or the use of explosives is prohibited.
g. Ozone Depleting Substances (ODS): The use on station or the removal off station of Class I ODS's is strictly prohibited without the prior knowledge and consent of the Contracting Officer. ODS's are generally found in refrigerants, fire-fighting agents, and solvents. The Contractor shall use only those products that are approved and listed by the EPA Significant New Alternatives Program (SNAP). Any Class II ODS shall be used only when specified by the Government. When ODS's of any class are used or saved for reuse, the Contractor shall list this amount in pounds on the "Daily Report To Inspector" form and the Contractor's invoice. The Contractor shall not knowingly vent or otherwise dispose of any ODS in a manner which would permit their release into the environment. ODS's shall be captured and recycled in conformance with all applicable Federal, State, and local regulations. The Contractor shall furnish a material safety data sheet to the Government representative prior to use of any ODS or SNAP product on station.
12. Transportation on Station No employee of the Contractor shall be allowed to operate a privately owned vehicle on Station other than for ingress and egress. All private vehicles shall be parked in a designated area and remain until the end of the work shift at which time they shall be driven directly to the gate for exit from the station. Any desired transportation of personnel, supplies or equipment on station by the Contractor shall be accomplished by the use of one (1) registered vehicle furnished by the Contractor and operated by an assigned driver appointed by and responsible to his "Supervisor".
The Government will provide boat access, and crane and barge support to the Wigwam Facility and all transportation to and from the site for the contractors and their equipment. The Wigwam location is a remote facility located 8 miles up lake and only accessible via boat.
13. Storage of Materials and Equipment Government furnished storage facilities are available to the Contractor in the vicinity of the work site. The Government representative will provide guidance on storage location and duration. The security of the Contractor's property and his personnel's property shall be the full responsibility of the Contractor. The Government will accept no liability in case of loss due to fire or theft.
14. Availability of Utility Services The Government will furnish water, electric lights, and power in the quantity not to exceed the amount necessary for the normal prosecution of the work, at the nearest available outlet. The Contractor shall make all piping and wiring connections thereto and shall extend the services to the site of the work. On completion of the work, all such temporary connections shall be removed by the Contractor and any removed or damaged portions of the Government services at the points of connection shall be repaired or replaced.
a. Other Utilities: The Contractor shall make arrangements to obtain all utilities not furnished by the Government, at his/her own expense.
b. The Government will not provide refuse facilities. The Contractor will be required to dispose of all garbage and other waste materials generated by his work at a licensed off-site landfill.
15. Inspection All work is subject to inspection by a designated Government Representative and/or the COR during performance of specified work, and upon completion of the job. The Government will perform the pre-final inspection to verify that the work is complete and the facility ready to be occupied. A Government punch list will be developed as a result of this inspection. All items in the punch list shall be corrected in timely manner and shall be approved by the Government representative. Final acceptance of the installed doors will not be given until Contractor has successfully completed all testing operations, corrected all material and equipment defects, and made all proper operation adjustments.
16. Oral Modification No oral statement of any person other than the Contracting Officer, or their representative, as provided in the clause in the Contract entitled "Changes", shall in any manner of degree modify or otherwise affect the terms of this Contract.
17. Work Schedule All work shall be performed to minimize disruption to building occupants. It is recommended that the majority of the work be performed during normal working hours, starting 0730 – 1530 Monday – Friday. Incidental work may be completed after normal working hours.
