About this file
This document is a Request for Proposal (RFP) issued by the Nevada State Purchasing Division on behalf of the Governor's Office of Finance, seeking proposals from qualified vendors to provide Prison Population Projection services. The State of Nevada requires projections of offender populations at specific intervals to coordinate with the state's budget process, as mandated by NRS 176.0129. The awarded vendor will project annually the number of persons housed in NDOC facilities, on probation, parole, and serving residential confinement, with projections due in April, October, and February. The resulting contract will be for a two-year term, with the possibility of two additional two-year extensions.
The RFP outlines the scope of work, including specific responsibilities of the contracted vendor, such as providing draft projections, responding to inquiries, measuring forecast accuracy, and providing projections by district and risk level. The evaluation criteria include demonstrated competence, conformance with the RFP terms, cost, experience, and expertise of key personnel. Vendors must meet mandatory requirements, such as agreeing to indemnification and data encryption terms, and providing financial information and business references.
