STATEMENT OF WORK
Kihei, Conference Room Building Remodel
Requisition: NC-NM7100-21-01211
I. BACKGROUND
The Hawaiian Islands Humpback Whale National Marine Sanctuary (HIHWNMS) Kihei Campus is located at 726 South Kihei Road, Kihei, HI, 96753. The campus consists of three buildings: the Visitor Center Building (A), Conference Room Building (B) and the Wet Lab Building (C).
The HIHWNMS Kihei facility is receiving a second NOAA Corps Officer next year and needs to reconfigure its office space and replace flooring. The scope of this work is to be performed in the Conference Room Building (B). The Office Build Out Draft has the approximate size and location of two potential office spaces and an area that will have carpet replaced ~290 sq. ft. Additionally, the ~1,500 sq. ft. multipurpose room on page two of the Conference Building Floor Plan attachment needs new hard surface flooring. Options should be provided to determine the appropriate material based on life cycle cost, durability and functionality conducive to a general meeting area.
II. SCOPE OF WORK
HIHWNMS will choose a build out option and associated tasks from the quotes, and the Contractor will perform the tasks in accordance with this statement of work. HIHWNMS anticipates that construction may be performed under more than one contract. For all work tasks, the Contractor shall provide the following in their quote: cost of supplies, man hours, hourly rate, timeline to complete job including any time for ordering/delivery/receiving/etc. and any permitting required. HIHWNMS will provide a site map.
The Contractor will:
1. Evaluate the feasibility and cost to create two separate office spaces with higher modular walls and integrated furniture (i.e., desks, file cabinets for the cubicles). One office plan for an individual work space and the other office plan for two work spaces. Please see attached drawings. The single spaced office should have a lockable swing door. This would be a cost dependent option for the second space.
2. Determine the need to move or change AC equipment/ventilation, lighting/electrical, current walls, ceiling structures, smoke detectors, fire detectors and motion sensors.
3. Determine cost of materials, man hours, hourly rate, timeline to complete job including any time for ordering/delivery/receiving/etc. and any permitting required.
4. Office space should provide additional sound blocking and privacy relative to what is being used now. The individual work space should have a swing door that is lockable. This is an option for the second space and will be determined by the cost feasibility.
5. Office space(s) must meet all OSHA codes/regulations.
6. Office space(s) must have a minimum of two electrical outlets and one ethernet outlet for each of the three work spaces.
7. Consult Alert Alarm on need to modify existing system to accommodate change of floor plan
8. Consider furniture dimensions in office layout.
9. The office space(s) will need new commercial grade (high traffic) carpeting. This is a severable (separate) service from the office space remodel, though should be coordinated so as not to rebuild the current cubicle layout or interfere with new office space(s) build out.
10. The conference room will need new flooring with a commercial grade (high traffic) hard surface flooring. This is a severable (separate) service from the office space remodel.
11. Clean and remove debris and dust from site after completion of work. All of the above areas need to be thoroughly cleaned upon completion of all work to prevent the infiltration of any construction dust once the HVAC system is turned on.
12. Provide standard industry guarantee in writing
Security
13. The contractor needs to delineate the areas where they will be working and keep all tools and materials within that area unless otherwise approved by the NOAA COR.
14. The area around the building and where the contractor will be working should be closed off so the public cannot access the area. This should include areas just downwind or south of the building that could be directly affected by dust or debris from the work areas. The access path to the beach to the north should remain clear for pedestrian access.
15. The contractor needs to put up signage identifying closed areas to the public. Placement and wording of signs should be approved by COR or appointed NOAA representative.
16. All contractor tools and materials need to be secured in a locked container, e.g. a POD, when workers are not present to prevent theft. (The site is accessible to the public during all hours through the neighboring park and beach.)
17. HIHW is not responsible for providing storage areas for tools or equipment.
18. The COR or their onsite NOAA representative will designate parking areas for the contractor.
Work Hours, Access, Daily Upkeep
19. Normal hours for the facility are 8:00 am - 5:00 pm Monday to Friday. Working outside these hours will need to be negotiated and approved by the NOAA representative.
20. During the course of the work the contractor shall work with the COR and on-site NOAA representative to provide access to the building as necessary.
21. The contractor should let the COR know when access to the building will be limited due to work and provide at least 48 hours notice.
22. The site is public and as such needs to keep a clean appearance. Do not track construction debris around site.
23. All debris and dust from this work needs to be properly cleaned up and disposed of after the work has been completed for the day, or more frequently as necessary to prevent prevailing strong winds from dispersing debris beyond work area. All trash and construction debris should be bagged and taken off site for proper disposal.
24. The contractor shall not wash tools, equipment or other materials covered with solvents, or other materials used for this work onto the grounds, parking area or storm drains. The materials listed above should also not be disposed of into sinks or toilets.
25. Dispose of materials in accordance with the contract, EPA and State regulations and guidelines. No bulk disposal material shall be placed in the HIHW dumpster.
26. Tools should be contained within the work area. Loading and unloading of materials should not impede use of beach access or handicap accessible parking.
27. To prevent lead contamination the contractor needs to provide adequate changing and cleaning areas for workers separate from the on-site restrooms used by staff and public.
These areas need to be in accordance with OSHA lead regulations and any other applicable CFRs.
Damages
28. Precautions must be taken to not damage existing property and features of the building. If damages do occur notify the COR immediately in order to determine the correct procedure for repair or replacement.
29. All equipment and features that are not part of the contracted work need to be protected/removed and cleaned/reinstalled to the way they were before construction activities. This includes but is not limited to wiring, electrical boxes and wiring, signage, security cameras and wiring, vents, exterior lights on building, HVAC equipment, drainage features, windows, doors, viewing scopes, benches, railings, etc...
30. Any damages to the grounds including, but not limited to the grass areas, landscaping, parking lot and any other features must be returned to its original state upon approval by the
COR.
