Summary: Contract Special Provisions for ATMS Upgrade Project

This document comprises the special provisions for Connecticut Department of Transportation's Advanced Traffic Management System (ATMS) upgrade project along I-84 and Route 8 spanning nine municipalities (Cheshire, Farmington, Hartford, Naugatuck, New Britain, Plainville, Southington, Waterbury, and West Hartford). The scope includes installation of 32 miles of 144-strand fiber optic cable along I-84 and 5.9 miles of 72-strand fiber optic cable along Route 8, replacement or upgrade of approximately 64 closed-circuit television (CCTV) cameras, installation of 14 variable message signs (VMS) interconnections, traffic management system cabinets, traffic management system mini-hub cabinets, camera lowering device assemblies, electrical service infrastructure, and associated conduit and cabling systems. The contract allows 637 calendar days for project completion and incorporates the Connecticut Department of Transportation Standard Specifications (Form 819, dated 2024, with July 2025 supplements). The contractor must submit qualifications for ITS equipment installers, fiber-optic cable installers, ITS systems integrators, and traffic structure foundation installers within ten days of notice to proceed, and a quality control program and manager designation within 30 to 45 days of contract award.

The contract includes three separate liquidated damages assessments: $2,400 per calendar day for overall project delays, $2,000 per day per equipment site for CCTV cameras or VMS sites not operational, and $1,000 per day for repairs not commenced within eight hours of notification. Additionally, hourly liquidated damages ranging from $500 to $100,000 per hour apply during restricted traffic operation periods, varying by route section and number of lanes closed, with rates escalating for subsequent hours of lane closures. The contractor must use AASHTOWare Project construction management software and submit all deliverables through the Department's Construction Document Management System (COMPASS). Buy America, Build America Act compliance certification is required for all materials. Proprietary equipment must be furnished by specified manufacturers including Digi International, Hirschmann, Optelecom, and Corning Incorporated. The project includes hazardous materials management requirements for universal waste items from cameras and equipment, with contractor responsibility for health and safety protocols. A 30-day system operational test must be completed successfully before final project acceptance, with the contractor maintaining daily logs and coordinating with Highway Operations personnel.
