About this file
This is a Sole-Source Determination document from the Oregon Department of Fish and Wildlife (ODFW) for the Wolf Program, seeking to purchase Reconyx HP4K HyperFire 4K Professional Covert IR Cameras. The agency plans to acquire up to 187 trail cameras over multiple years to support research projects, with specific requirements including detection of animals through motion and infrared sensors up to 100 feet, high-speed photo capture, low/no glow infrared flash, customizable photo triggers, multiple programming options, and compatibility with rechargeable batteries.
The document justifies the sole-source procurement by demonstrating that Reconyx is the only camera trap manufacturer providing a professional research-grade camera that meets all of the agency's technical specifications. Market research revealed that other trail cameras, such as Bushnell Trophy Cams, lack critical features and have previously caused data collection issues. The cameras will be used for wildlife research, require a 5-year warranty, and come with free software for image management and metadata export. The sole-source determination is being made pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275, with approval from the ODFW Contract Services Manager.

SOLE-SOURCE DETERMINATION AND JUSTIFICATION FOR
SUPPLIES AND SERVICES
Date: March 14, 2025 To: April Brenden-Locke, Designated Procurement Officer, Contract Services, Administrative Services Division
From: Roblyn Brown, Wolf Program Coordinator Claire Duvall, Acting Procurement and Contract Specialist 3
RE: Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and
Oregon Administrative Rule (OAR) 125-247-0275
CSR: 011-25, Wolf Program Trail Camera Purchase
Part A
1. Authority to enter into a Sole-Source Contract: OAR 125-246-0170(2)(c)(H)
2. Estimated Total Value of the Procurement:
3. Background:
The Agency is preparing to purchase up to 187 Reconyx HP4K HyperFire 4K Professional Covert IR Cameras These cameras will likely be purchased over multiple years as our budget will accommodate.
We need a trail camera that can be used in harsh outdoor environments and withstand heat, cold, dust, moisture, animals investigating and attempting to destroy the camera while still reliably collecting and storing motion triggered pictures of all animals that trigger the camera’s sensors. These cameras will be used for data collection for research projects, so we require a camera product that will meet research objectives. Specifically the trail camera should be able to:
• Detect animals through motion and infrared sensors to at least 100 feet
• Take photos at high speed when triggered, with a top speed of at least 2 frames per second
• Low/no glow infrared flash for nighttime photos without spooking animals
• Have customizable number of photos per trigger for different research applications, need to have at least be able to take 5 photos per capture for ease of identification
• Have multiple options (minimum of 10) for programming the time period in photo capture
• Program delayed start to allow deployment in advance of survey period
• Have multiple night time shutter speeds
• Use both alkaline/lithium batteries and NiMH rechargeable batteries while under warranty
• Be programmed to schedule time lapse photos and videos and combinations of photos and videos
• Have multiple programmed time lapse intervals, minimum of 10 intervals
• Ability to program multiple time lapse start and stop times, including the day of week
• Ability to lock camera with code to deter theft
Sole-Source Determination_rev01-31-24
• Ability to change focal length of camera by manufacturer for different research applications
• Ability to program cameras using program file on SD card or using software
• Have a 5 year warranty
• Come with software for image management and image tagging that includes capacity to export image metadata, including temperature data from the camera
5. Findings:
Reconyx is the only camera trap manufacturer that provides the functionality and features required to perform our research.
A. Market Research Overall Finding.
Reconyx is the only camera trap manufacturer that provides a professional model of camera for research. Further, the Reconyx professional model is also the only camera model that meets all of our requirements for research projects (see Table 1 below detailing capabilities of most common camera trap models with links to manufacturer’s websites). As the table shows, other trail cameras on the market today are built for public application (e.g., scouting by hunters) and do not have the qualities needed for our research. The Reconyx camera traps also provide photos and data that are compatible with our current system of camera trap data management and data storage, and provide free software for managing camera trap photos that will be an upgrade of one component of our data management system.
Bushnell Trophy Cams (and other Bushnell models) are one of the best selling recreational trail cameras on the market. For this reason, we have previously used Bushnell Trophy Cam trail cameras for some research projects. These cameras from Bushnell have not been sufficient for research objectives for multiple reasons. First, they lack several key features required for adequate data collection as shown in the attached Table 1. Second, they have a common issue of resetting the internal clock to January 1st multiple times during deployment, which renders collected data useless. For example, in 2017 we lost 20% of our data in one research project because of this issue and other camera failures. Finally, Bushnell does not warranty cameras unless they are using lithium batteries.
And
B. Findings of Fact pursuant to OAR 125-247-0275(2) must include, at a minimum, one of the following:
1. Pursuant to OAR 125-247-0275(2)(a): Compatibility. Provide findings supporting your determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.
Not applicable.
2. Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data. Provide findings supporting your determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.

3. Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project. Provide findings supporting your determination that the goods or services are for use in a pilot or an experimental project.
4. Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of:
unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.
Please see attached letter from Reconyx stating they are the sole provider of their professional series cameras.
Part B - Conditions of Approval will be inserted by ODFW-DPO.
