RFQ #0109121095

CJIS Bulk Paper Order March 15, 2012

1. The SF-18 form, the SOW and Attachment B are there but I don’t see Attachment C.

Government Response: Attachment C is a tab in the Excel spreadsheet with Attachment B.

2. Also, do you have a total annual volume estimate for this requirement? You state the typical shipment is 8 pallets at a time but it would help to know how often those shipments are made or, at least, what the total annual requirement will be.

Government Response: Total annual estimate is 120 skids, averaging 10 skids of 40 cartons each per month.

3. I was wondering if you could tell me what the yearly volume was on the cases of paper the last two years?

Government Response: Please see answer to question 2.

4. My question is what was the average annual usage over the past 2 fiscal years?

Government Response: Please see answer to question 2.

5. I am trying to find out the annual usage of the copy paper, is it possible that you tell me how many cases were bought last year?

Government Response: Please see answer to question 2.

6. Are you asking for firm pricing for each year? The manufacturers will only hold prices firm for 3 months and, after that, we are guessing. Will you be evaluating the bids based on the total for five years? It is impossible to guess where prices will be 5 years out.

Government Response: The Government is asking vendors for best estimates for option years in their quotes, the RFQ was amended to add the Economic Price Adjustment-Labor and Material.

7. Any pricing the manufacturers quoted now would expire by July 1st, before the contract even gets started. We have to assume prices will go up to cover ourselves down the road and you could end up paying more than the current market price. Can there be an Economic Price Adjustment clause added so prices could be adjusted, up or down, if the market pricing changes? Many government contracts incorporate that clause.

Government Response: The RFP has been amended

1. Economic Price Adjustment-Labor and Material clause added

2. Proposal Validity date added, asking for proposals to be valid for a minimum of 150 days from the proposal due date.

8. The announcement states “Total Small Business” set aside. The SF-18 form says it is not. Can you clarify?

Government Response: The SF-18 will be amended, this is a Total Small Business set aside.

9. Please advise whether the price we should put into the cells in the spreadsheet should be per case, or per shipment of 8 skids, 40 cases per skid (320 cases.)

Government Response: Price should be per shipment of 8 skids, 40 cases per skid.

10. Please define “reference approval letter”, on page 14, section L.4, d) Please advise the difference between a “reference approval letter”, above, and a professional reference (requested in section L.5 of page 14 of the solicitation.)

Government Response: Vendors should submit a professional reference per Section L.5 and L.6

11. Do you pay by Credit Card or EFT bank wire?

Government Response: EFT bank wire

12. In order to bid for the BPA does the vendor required to have a GSA schedule?

Government Response: Open Market Quote
