SECTION M-EVALUATION FACTORS FOR AWARD
M.1 This is a Firm Fixed Price, Blanket Purchase Order.
M.2 The following three areas will be evaluated for this award:
Paper Specifications Price Past Performance
M.3 Each offeror is required to submit pricing on Attachment B, for all requested items-see section L for details.
M.4 Each offeror is required to submit pricing for all five (5) possible contract years with anticipated increases in cost built into the price per unit for each year quoted.
M.5 Price will be evaluated on quantity of at least eight skids with 40 cartons per skid at a time for the Period of Performance of the base year plus four (4) option year periods for a COMBINED TOTAL.
M.6 Past Performance will be evaluated on a pass/fail basis. Pass will indicate that the offeror has an acceptable work history of providing services required in the Statement of Work. If the offeror fails in the Past Performance area, the proposal will be considered out of the competitive range or ineligible for award.
M.7 Paper specifications will be evaluated by determining if the offeror meets all technical requirements in 4.0 of this Statement of Work.
M.8 This procurement is a Lowest Price Technically Acceptable (LPTA). LPTA means that the award will be made to the offeror which provides the lowest price, meets the technical requirements (paper requirements and delivery specifications), and receives a Pass on Past Performance.
M.9 Please submit Best and Final Offer on due date as no extensions for submissions are anticipated. The Government reserves the right to award without discussions.
LEGAL EFFECT OF QUOTATIONS
1. A quotation is not an offer and, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of a purchase order in response to a supplier’s quotation does not establish a contract. The purchase order is an offer by the Government to the contractor to purchase services upon specified terms and conditions. A contract is established when the contractor accepts the offer or begins performance.
2. Normally acceptance of the offer is made in writing by the contractor by signing and returning a copy of the purchase order (see section M.2 .)
M.10 AWARD
1. Award may be made without discussion of quotations received. Award will be made on Lowest Price Technically Acceptable.
2. Award shall be made by issuing a properly executed purchase order to the successful awardee.
File details come from the government source that posted it. Updated .
