YELLOWSTONE NATIONAL PARK WATER/WASTEWATER TREATMENT CHEMICAL SUPPLIES AND DELIVERY

General Description of Requirement:

Yellowstone National Park requires water/wastewater treatment chemicals, Hawkins (Name brand or equal) to be supplied and delivered to various locations throughout Yellowstone National Park.

The contractor shall perform Jar tests upon request of Park Service personnel.

Products and services to be provided by contractor:

a) The list of products required can be found in the pricing table.

Note: Specialty chemicals composition/concentration currently supplied by Hawkins Chemicals cannot be provided as those are proprietary blends. To allow vendors to identify chemicals that might be suitable as an or equal, water analysis results have been provided in the attachments. Vendor shall provide information to allow an or equal analysis.

b) Jar Testing. While Yellowstone National Park conducts jar tests, the contractor may be asked to provide testing on a case to case basis. Coagulation chemicals change and operators shall have the option of the manufacture's rep conducting the tests with their products.

c) Delivery Locations and Requirements:

1. Canyon Village (37 miles SE of Gardiner, MT, Fishing bridge, 53 miles SE of Gardiner, MT)

2. Grant Village (83 miles N of Jackson, WY)

3. Madison Junction (14 miles E of West Yellowstone, MT)

4. Mammoth Hot Springs (5 miles S of Gardiner, MT)

5. Norris Junction (26 miles S of Gardiner, MT)

6. Old Faithful (56 miles south of Gardiner, MT),

7. Lake Yellowstone (54 miles SE of Gardiner, MT), The selected vendor selected shall be required to deliver to the above specified water/wastewater treatment chemicals as identified in each delivery order.

All delivery points within the boundaries of Yellowstone are subject to the following:

· Monday thru Friday between the hours of 6 am - 3 pm (MST) – excluding Federal Holidays

· During peak travel periods NPS may require deliveries between 7am and 2pm.

· During spring months, a load limit of 350lbs per inch-width of tire will be enforced for such time until ground hardens.

· Seasonal Delivery. Delivery schedule is once monthly from April-November. It happens that some locations may not have a need monthly, but the majority do.

· All storage locations are inside.

· All bulk chemical delivery will be pumped by vendor from delivery truck into plant storage totes. All delivery locations have access to chemical storage from treatment plant loading docks. A minimum of 50 feet of discharge hose for pumping chemicals is required. 120-volt electrical outlets are available at all locations for use when pumping bulk chemicals. Hand pallet jacks are required for unloading of bulk dry chemicals. Delivery trucks towing trailers are not suitable to delivery locations in Yellowstone. Limited area to turn trailers around and unpaved and inconsistent roads make trailers problematic and unsafe to operate in the remote off-road locations in Yellowstone. Tire chains are required to be present all year on all permitted commercial trucks in Yellowstone.

· Some locations are on unpaved roads and may be challenging for delivery based on weather conditions.

d) The contactor shall recycle used chemical drums and pallets.

e) Contractors shall obtain a vehicle registration pass for each contractor vehicle. To register a vehicle, the operator will be required to provide proof of vehicle registration, driver's license and proof of insurance.

Prior to vehicle registration, contractors shall provide a roster of all employees' names that will have access to Yellowstone National Park during the performance of the contract. That roster shall be provided to the park point of contact. That roster shall be subsequently updated by the contractor as changes occur and provided to the park point of contact.

f) Offeror shall follow all Federal and State Laws pertaining to the transport and delivery of chemicals. Offeror shall hold all required certification and insurance as required by regulations.

Safety:

Prior to commencing work contractor shall provide safety plan addressing but not limited to cleanup of chemical spills.

Contractor shall comply with OSHA safety regulations.

Invoicing:

Delivery Order invoices shall include at a minimum:

Chemical type with part numbers, quantity, delivery location in addition to the invoicing requirements listed in the clauses section.
