About this file

This is a Specifications document for Request for Bids (RFB) 26-50-A issued by the City of Lewisville, Texas, for an annual contract to supply activated carbon to the City's Water Treatment Plant and Wastewater Treatment Plant. The City seeks to establish two contracts—one primary and one secondary contractor—to supply activated carbon on an as-needed basis throughout the contract year. The activated carbon must be water-grade in 30-pound bags, with an order size of 5 tons and an estimated annual quantity of 40 tons. The product specifications require wood or sub-bituminous coal-based carbon with an iodine number greater than 800 mg/g (±10%), passing 325 mesh at 90% minimum, and compliance with NSF/ANSI standards 60 and 61 for drinking water treatment chemicals. All bidders must submit adequate samples for in-house testing no later than Monday, June 8, 2026, at 5:00 PM to either the Wastewater Treatment Plant (897 Treatment Plant Road, Lewisville, TX 75057) or the Water Treatment Plant (1400 N. Cowan, Lewisville, TX 75057); failure to provide samples will render the bid non-responsive. The contract term is twelve months with an option to extend up to three additional twelve-month periods subject to approval by both the supplier and the City. A pre-bid conference is recommended but not mandatory and will be held on a date and time specified on Bonfire. Bids must be submitted in sealed envelopes marked with the RFB number and delivered to the City of Lewisville Finance Administration—Purchasing Division, Attn: Nicole Haney, Buyer, 151 W. Church Street, Lewisville, TX 75057, or uploaded to Bonfire.

All prices must be quoted as firm unit prices FOB destination and must include all costs associated with providing the activated carbon. Delivery is required within ten business days of order receipt, and deliveries must be made Monday through Friday between 8:00 a.m. and 4:00 p.m. All delivery vehicles must be equipped with lift gates and proper tire chocking mechanisms; vehicles equipped with crane hoists must provide annual third-party inspection reports. Contractors must provide samples to the City upon request throughout the contract term at no charge and must notify the City within twenty-four hours of any changes to emergency contact information or designated transport drivers. All drivers and employees permitted on City grounds must pass criminal background checks and drug testing. The City reserves the right to reject all bids, waive any formalities or irregularities, and re-solicit bids if necessary. All bid responses must be accompanied by completed forms and are binding for ninety days or until the City executes a contract, whichever occurs first. Pricing may not include escalation clauses, and vendors will not be awarded based on escalating pricing even if exceptions are taken to this requirement.
