About this opportunity

The City of Lewisville, Texas is requesting competitive sealed bids for an annual contract to supply water-grade activated carbon to its Water Treatment Plant and Wastewater Treatment Plant under RFB 26-50-A, with bids due June 15, 2026. Adequate product samples must be submitted no later than June 8, 2026 at 5:00 PM to either treatment plant location; failure to provide samples renders the bid non-responsive — a mandatory capability gate.

The City intends to establish two contracts, one primary and one secondary contractor, supplying activated carbon on an as-needed basis. The product must be wood or sub-bituminous coal-based, water-grade in 30-pound bags, with an iodine number greater than 800 mg/g (10%), passing 325 mesh at 90% minimum, and compliant with NSF/ANSI standards 60 and 61 for drinking water treatment chemicals. Order size is 5 tons minimum; estimated annual quantity is 40 tons. All prices must be quoted as firm unit prices FOB destination with no escalation clauses permitted. Deliveries must occur within ten business days of order receipt, Monday through Friday between 8:00 a.m. and 4:00 p.m., using lift-gate equipped vehicles with proper tire chocking; crane-hoist vehicles require annual third-party inspection reports. Contractors must provide samples upon City request at no charge and notify the City within 24 hours of changes to emergency contact information or designated transport drivers. All drivers and employees permitted on City grounds must pass criminal background checks and drug testing.

The contract term is twelve months with an option to extend up to three additional twelve-month periods subject to mutual approval. A pre-bid conference is recommended but not mandatory. Bid responses must be accompanied by completed forms and are binding for 90 days or until contract execution, whichever occurs first. The City reserves the right to reject all bids and re-solicit as necessary.
