• If change and/or damage to ERP equipment and infrastructure occurs during project activities, the proponent/contractor is responsible to re-establish and/or repair them by an accredited ERP subcontractor within the timeframe agreed upon with the ERP Manager.
17. Vapor intrusion concern. As described in Section 1 above, contaminated groundwater is shown below the project location. If people will be working in the facility, to mitigate vapor intrusion (VI) risk, if a new floor will be constructed/reconstructed, include vapor barrier device with the new construction. If no air gap will be available between the trailer floor and the asphalt, then a vapor barrier shall be installed to inhibit the potential for vapor intrusion or have an air gap between the trailer floor and the asphalt.
18. The project location is outside of the AFFF/PFAS Area (attached slide 5). No known release of PFAS is present in soil; therefore, no ERP PFAS measures are required for this project pertaining to soil.
19. For groundwater under the project location, groundwater shows one or more PFAS constituent(s) exceeding project screening levels (attached Figure 4-17b). The project location is located within the PFAS contaminated groundwater contour boundary. The depth of groundwater is approximately 17 feet below ground surface (bgs).
20. If there is an accidental pollution release, all associated costs of response actions and cleanup to protect human health and the environment, are the responsibility of the organization that caused the release. All spills or releases of hazardous materials or hazardous wastes that occur during this project, regardless of quantity or location of spill, must be reported immediately to the Base Fire Dept. Call 911 from a landline or (661) 277-4550 from a cell phone to reach emergency response and request they notify Environmental Management. Proponent shall follow the provided guidance for Immediate Actions to Spills.
21. The Proponent/Contractor shall ensure all hazardous materials (HM) are authorized and managed in compliance with FAR Clause 52.223-3, Hazardous Material Identification and Material Safety Data, FAR Clause 52.223-5, Pollution Prevention and Right-to-Know Information and applicable sections of Department of the Air Force Manual (DAFMAN) 32-7002, Environmental Compliance and Pollution Prevention, and Edwards Air Force Base (AFB) HM policy, to ensure compliance with Emergency Planning and Community Right-to-Know Act of 1986 (42 U.S.C. 11001-11050), and Pollution Prevention Act of 1990 (42 U.S.C. 13101-13109).
For all chemicals/materials (paints, adhesives, solvents, lubricants, cleaners, etc.) procured for this project by any means other than an installation HAZMART, the proponent/ Contractor shall provide the following to the Contracting Officer Representative (COR)- if there is no COR, then to the 412 CEG/CEVC HM Program Manager, at least 45 days prior to the start of the project:
• Completed Contractor Hazardous Materials Usage Tracking Form
• Current Safety Data Sheets The Proponent/Contractor shall continue to provide material usage updates to the COR by the 5th of each month until the term of contract. The COR will forward all contractor provided information to the 412 CEG/CEVC HM Program Manager. For guidance regarding tracking of HM, usage and regulatory requirements, or questions regarding completing this form, contact the Edwards AFB Environmental Management Office at (661) 277-1401 or email 412CEG.CEVC.HMWorkflow@us.af.mil.
22. The proponent/contractor shall ensure that all solid and hazardous waste management on this project complies with all applicable sections of DAFMAN 32-7002, and the Edwards Air Force Base Hazardous Waste Management Plan (HWMP) and Integrated Solid Waste Management Plan, the California Health and Safety Code (HSC), Title 22 California Code of Regulations (CCR), and Title 40 Code of Federal Regulations (CFR).
23. The following measures follow the terms and conditions for the U.S. Fish and Wildlife Service Biological Opinion for: Operations and Activities Edwards Air Force Base, California (8-8-14-F-

• The Desert Tortoise Handout (DT Handout 412 TWPA Release #18150 20180316) shall be distributed to vehicle and equipment drivers prior to accessing Edwards AFB and the project area. All workers should review the handout. If possible, the handout should also be posted at the project site.
• Project personnel shall look out for and avoid all desert tortoises on any roadways used to access the project area. All project personnel shall inspect under all vehicles and equipment for desert tortoises prior to operation. Any sightings of desert tortoise must be reported immediately to 412 CEG/CEVA at (661) 277-1417.
• All trash and food items will be disposed of in common raven-proof containers, and regularly removed from project sites to reduce attraction of common ravens.
• Water tanks and trucks will be maintained in good working order and free of leaks so common ravens will not be attracted to standing water.
• Parking and staging areas will be restricted to previously disturbed areas.
24. Contact 412 CEG/CEVA at (661) 277-1417 if an active bird nest (nest with eggs, unfledged birds, or adult birds observed in the nest) or burrowing owl burrow is found within the project area and cannot be avoided.
25. The proposed project, Install Trailer 1819G to Support Joint Strike Fighter [JSF] Autonomic Logistics Information System [ALIS]), is an undertaking subject to Section 106 of the National Historic Preservation Act (NHPA), as defined in 36 CFR §800.16(y).
