Electricity Supply and Associated Services RFP Summary
This Request for Proposals (RFP) document is issued by the Port of Corpus Christi Authority (PCCA), a navigation district and political subdivision of the State of Texas, for the procurement of electricity supply and associated services across its facilities located in San Patricio and Nueces Counties. PCCA seeks to contract with a Retail Electric Provider (REP) to supply electricity to 164 ESI IDs representing approximately 11,054 MWh of annual electric energy usage across office buildings, general cargo docks, petroleum docks, bulk terminals, and other port facilities. The RFP was issued in October 2026, with proposals due by 3:00 PM on Thursday, November 12, 2026, via electronic submission through PCCA's procurement website (https://pocca.procureware.com). The current contract expires on the first meter read after July 31, 2027. Evaluation of proposals is scheduled for Monday, November 30, 2026, with Port Commission presentation for award on Tuesday, December 8, 2026. The resulting contract is intended to be a renewable, multi-year agreement. PCCA requires proposals directly from registered Retail Electric Providers and explicitly excludes brokers and intermediaries.
Pricing must reflect flat fixed pricing with unlimited monthly swing for 100% renewable energy credits and summary billing for all ESI IDs. The RFP evaluation criteria consist of: Financial Robustness and Experience (15 points), Customer Care and Service (15 points), Termination Fees (10 points), Fee Proposal (35 points), Renewable Energy options (15 points), and Local Preference Program qualification (10 points). PCCA prefers pricing strategies that protect against nodal basis expenses and desires energy management systems or conservation measures. Local preference points (up to 10) are available for businesses headquartered in or with established operations in Nueces and San Patricio Counties, with higher points for entities based in the local area. No set-asides for disadvantaged business categories are identified in this RFP. The Port Commission retains discretion to negotiate with proposers falling within the competitive range and may request best and final offers prior to contract award. PCCA reserves the right to reject any proposals, delay or decline award, modify the scope of work, and withdraw the RFP at any time.

SECTION 2
PROJECT OVERVIEW
The Port of Corpus Christi Authority (“PCCA”), a navigation district and political subdivision of the State of Texas, which is located in San Patricio and Nueces County and exercises jurisdiction over PCCA owned lands and waterways, is requesting Proposals for Electricity Supply and Associated Services for the PCCA geographical footprint. The PCCA owns property, office buildings, general cargo docks, petroleum docks, a bulk terminal and other facilities that require electrical service for ongoing operations.
The PCCA is responsible for ensuring that electricity services are provided to PCCA facilities in a safe, reliable, and fiscally responsible manner. Key objectives for the PCCA include minimizing energy costs, ensuring no interruption of power at key facilities, and maintaining a close working relationship with energy suppliers. The PCCA may add, disconnect or assign existing accounts to new tenants during the term of this contract and proposals should address future modifications to accounts. The PCCA’s current contract for energy services will expire on the first meter read after July 31, 2027.
This Request for Proposal (RFP) has been developed to enable the PCCA to procure electricity, energy management systems, and associated services from the deregulated Texas electricity market for the multiple sites as defined in this proposal.
The PCCA seeks a Retail Electric Provider (REP) who is prepared to work with the PCCA in a close, effective relationship for the ongoing supply of electricity. The pricing options submitted by Proposers to this RFP for these services must be competitive and offer ongoing value to the PCCA in order to be considered. The intent of this RFP is for the successful proposer to enter into a renewable, multi-year agreement to supply electricity to the PCCA.
PCCA is seeking proposals directly from registered electricity service providers acting as the Retail Electric Provider (REP) responsible for supplying electricity under the resulting agreement.
PCCA is not seeking brokerage services, and proposals from electricity brokers or intermediaries acting on behalf of electricity service providers will not be accepted.
