About this file
This is a user guide for a Wisconsin statewide contract for in-person American Sign Language (ASL) interpretation services. The contract (#505ENT-M18-ASLINTERP-00) is administered by the Wisconsin Department of Administration's State Bureau of Procurement and involves multiple contracted vendors serving all 72 counties across eight geographic regions. The contract is mandatory for state agencies (optional for University of Wisconsin System), cooperative for Wisconsin municipalities, and allows use of state purchasing cards. Six vendors were awarded contracts: ASL Interpreting Services, Sign Here Interpreting LLC, SWITS Ltd., Deaf Services Unlimited, Geneva Worldwide, Professional Interpreting Enterprise (PIE), and Purple Communications Inc. (which has not renewed).
The contract provides in-person ASL interpretation services to support state compliance with federal civil rights and disability laws, serving diverse client populations including mental health patients, domestic violence victims, students, and individuals in the criminal justice system. Services range from brief assignments to routine daily schedules, with some requiring emergency response within 30 minutes. The initial contract term ran from November 1, 2018 to October 31, 2020, with two renewal periods extending through October 30, 2024. Vendors must serve entire regions they bid on, with regional coverage varying by contractor. All contractors have signed HIPAA Business Associate Agreements, and pricing information is available through separate documents on VendorNet. Business Case Exceptions allow procurement from non-contracted vendors when contracted suppliers cannot provide required services, subject to prior approval.

The State of Wisconsin routinely conducts business with clients who are deaf, hard of hearing or deaf-blind who use American Sign Language (ASL) as their primary language. In order to meet the needs of our customers, and furthermore comply with Title VI of the Civil Rights Act of 1964, 45CFR, Section 80.3, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act (ADA) of 1990 as amended, it may be necessary to obtain in-person ASL interpretation services.
Services are provided by the Contractor’s staff in-person, on-site at locations throughout the State.
Clients of State agencies may include, but are not limited to, mental health patients, children, families affected by domestic violence, child abuse and neglect, sexual assault victims, convicted and/or incarcerated offenders, the elderly, criminal witnesses and defendants, individuals with disabilities, students, customers, and employees and individuals with different immigration statuses.
For organizational purposes and for bid award the state has been divided into eight (8) regions which serve all 72 counties. Bidders will indicate which region(s) they can provide in-person services. Bidders must serve the entire region(s) they are bidding.
The duration of these assignments may vary from a few hours to a routine daily schedule. Some agencies provide emergency services to clients. In some cases, there is minimal advance notice of assignments and contractors may be asked to have interpreters on-site within 30 minutes.
BUSINESS CASE EXCEPTIONS: A specific form is no longer needed for waivers, now called Business Case Exceptions (BCE). In cases when none of the contracted vendors are able to provide a specific service, users must email kristina.harris@wisconsin.gov to obtain a BCE approval prior to contracting with a non-contracted vendor. The email must include documentation that all contracted vendors were contacted and were unable to provide the services needed; the name of the non-contracted vendor being requested; and the rates for that vendor. Upon approval of the BCE, State users must follow all procurement policies and procedures, including spending thresholds.
All Contractors have signed Business Associate Agreements for HIPAA. To obtain a copy of the agreement, contact Kristina Harris.
