PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region, Four Corners Construction Office (FCCO), is issuing this pre-solicitation notice for a contemplated construction project titled: San Juan Lateral Pumping Plants 2 & 3.

This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations as a full-and-open competition. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that there were insufficient numbers of qualified small businesses with sufficient bonding capacity to perform as the prime contractor on this project, and as such, it is anticipated to be a full-and-open competition.

PROJECT DESCRIPTION: The principal components of the work are listed under the project description below:

The Navajo-Gallup Water Supply Project (NGWSP) is a major infrastructure project that once constructed, will convey a reliable municipal and industrial water supply from the San Juan River to the eastern section of the Navajo Nation, southwestern portion of the Jicarilla Apache Nation, and the city of Gallup, New Mexico via about 280 miles of pipeline, several pumping plants, and two water treatment plants.

The principal components of work for PP 2 & 3 include, but are not limited to, the following:

i. Construct Pumping Plant No. 2 and the following components:

a. Access Road.

b. Metal Building.

c. Vertical Centrifugal Can-Type Pumps.

d. Steel Manifold Piping.

e. Air Chambers.

f. Electrical System.

g. Water Storage Tank.

h. Precast Concrete Manholes and Vaults.

i. SCADA System.

j. Continuous chlorine residual sampling system.

ii. Construct Pumping Plant No. 3 and the following components:

a. Access Road.

b. Metal Building.

c. Vertical Centrifugal Can-Type Pumps.

d. Steel Manifold Piping.

e. Air Chambers.

f. Electrical System.

g. Water Storage Tank.

h. Precast Concrete Manholes and Vaults.

i. SCADA System.

LOCATION OF THE WORK: For Pumping Plant 2, work is located approximately15 miles south of Shiprock, NM and 4 miles east of U.S. Highway 491, in San Juan County. Project is on the south side of Indian Service Route 5017/8720.

For Pumping Plant 3, work is located approximately 22 miles south of Shiprock, NM in San Juan County. Project is east of U.S. Highway 491.

NAICS AND SIZE STANDARD: The NAICS code for this project is 237110 with a small business size standard of $39.5 million.

COMPETITION: Solicitation 140R4022R0010 is anticipated to be conducted as a full-and-open competition. The project specifications and project location will be defined in the solicitation document. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity.

DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $50,000,000 and $100,000,000.

SOLICITATION RELEASE DATE: All responsible sources may submit a proposal which shall be considered by the agency. A free, electronic copy of the solicitation will be available on APPROXIMATELY April 28, 2022, at https://www.sam.gov/. “Fedbizopps” is now a part of this website. Once logged into "fedbizopps", simply type in the Solicitation Number "140R4022R0010" in the Keyword / Solicitation # field. A draft solicitation for comment has been attached to this announcement. The purpose of the draft solicitation is for comments only. When comments are received and incorporated, the solicitation will be posted requesting the submission of qualifications. This project will use a best value process in accordance with Federal Acquisition Regulation (FAR) Part 15 and Part 36.3. All questions and comments must be submitted in writing via e-mail to Amy Loveless at aloveless@usbr.gov and cc Ashton Jones at ajones@usbr.gov. Questions / comments are due no later than one week after the posting of the draft solicitation.

SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM.

SITE VISIT: The Government intends to conduct a pre-award site visit for highly interested vendors sometime in mid-May 2022. Information regarding the site visit will be in Section L of the solicitation once released.

NOTE: THIS IS NOT A REQUEST FOR PROPOSAL (SOLICITATION), AN INVITATION FOR BID (IFB), NOR IS IT A REQUEST FOR QUOTATION (RFQ). It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, bids, or quotes. No award will be made as a result of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This FedBizOps Notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
