The contract requires furnishing all labor, equipment, and materials to perform monthly lawn care maintenance services for a five-year term upon valid purchase order issuance. Services include weekly mowing beginning in April with weed trimming around walkways, parking lots, buildings, and the impound lot; trimming and pruning of shrubs, bushes, trees, and landscaping three times per year (May, June, and September); monthly weed control during cutting season including spraying, trimming, and pulling weeds from rock beds; and mulching services when requested by the Station Commander. A mandatory signed site visit is required for bid acceptance, with the visit performed by the entity responsible for invoicing, and no equipment may be stored on PSP properties when not in use.
The Commonwealth will pay only for services rendered and has no obligation to require any minimum amount of work under the contract. All subcontractors must be identified at bid submission and approved by the PSP contract issuing officer, and they are held to the same standards as prime contractors. The contractor must sign in upon arrival and completion of work, supply all necessary equipment, and remove all clippings, trimmings, and lawn debris from the premises while taking special care to prevent cut grass from getting on State Police or personal vehicles. The Station Commander may adjust cutting and weed control frequency based on weather conditions such as drought that may affect grass growth.
